Senior Program Analyst -Navy Mission Aircraft & Programs Support

The Senior Program Analyst will support the Maritime and Carrier branches within OPNAV N98. This role involves providing comprehensive program analysis, financial management expertise, and administrative support to ensure the successful execution of aviation requirements and budgetary processes.

Key Responsibilities:

* Provide technical analyses of MPRF platforms systems design, integration, and production plans.

* Conduct financial analysis on MPRF programs to support design, development, and testing.

* Analyze life cycle cost data associated with Engineering Change Proposals (ECPs).

* Assist in the preparation of formal responses to budget requests, including congressional inquiries.

Minimum Qualifications:

* Minimum 15 years of experience with USN Maritime and/or Multi-Mission platform operations

* Expertise in Federal, DoD, and Navy acquisition policies, practices, legislation/regulations.

* Strong knowledge and understanding of the PPBE process and POM development.

* Experience with the use and management of relevant databases such as PBIS, APHM, CIMS, and ETMS2.

* Proficiency in Microsoft Office suite, including Project, Outlook, Excel, Word, PowerPoint, Teams and Adobe Acrobat.

* Requires TS/SCI clearance.

Preferred Qualifications:

* Experience with ISR systems onboard the P-8A at a higher than secret classification level.

* Familiarity with aircraft carrier warfare systems, combat systems, and C5I systems.

* Knowledge of DoN Naval Aviation programs, missions, and challenges related to aircraft carrier aviation.

Work Environment:

* All work will be performed at the Pentagon, Washington D.C.

The contractor shall be available during the core business hours of 0800-1600.
