POSITION PURPOSE: The purpose of this position is to provide personnel security support to the National Defense University. ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Create personnel security files for new employees and update contractor access requirements as provided by their NDU-issued contract.
- Initiate and process background investigations in NBIS, utilizing the National Background Services eApp (electronic application) new entry system for background investigations (replacing eQIP).
- Prepare and submit Visit Clearance Certification letters and sensitive compartmented information (SCI) visit certification requests.
- Review incoming clearance verification authorization documents for consistency in accordance with approved policies and security guidance.
- Provide administrative personnel security support to the Deputy Director of CAPSTONE General and Flag Officer course.
- Assist NDU Security Director and Personnel Security Officer in supporting SCI security indoctrination and debriefs for faculty, students, and contractors.
- Capture via the Secure Web Fingerprint Transaction (SWFT) the electronic fingerprints of all NDU employees, faculty, staff, military, contractors, consultants, and applicants requiring fingerprints as part of their background investigation requirements.
- Provide support for scheduling participants for fingerprinting.
- Maintain a log of the number of fingerprint requests processed.
- Have a general knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices in the disciplines of personnel security, information security, physical security, and Sensitive Compartmented Information Facilities (SCIF) management.
- Provide customer service to 1000+ NDU-North assigned personnel, including those located in Norfolk, VA, in preparation for incoming personnel, processing new employees, students, faculty, and contractors.
- Support the NDU Deputy Director of Security and Physical Security Officer in managing the restricted area identification, access control, and badge program, and provide access control function to include escorting uncleared persons in classified/restricted spaces.
- Support the NDU Deputy Director of Security and INFOSEC Officer in the proper handling of classified material in accordance with DoD and NDU governing instructions and directives.
- Support the command's COMSEC Manager in receiving and loading COMSEC keying material.
- Attend and complete required formal COMSEC training within 30 days of contract assignment.
- Assist the Deputy Director of Security with conducting administrative support and review of property accountability under Security Directorate management.
- Maintain security and personnel data using the following processes: the NDU Database, Defense Information System for Security (DISS), and other internal security management systems.
- Process new employees, students, faculty, and contractors in the Lenel OnGuard Security System and University databases.
- Prepare NDU ID building badges for university personnel, faculty, staff, contractors, students, and visitors. Badging shall be done in accordance with government directives.
- Prepare and review personnel security files, validate security clearance eligibility, and provide verbal and written instructions required for security clearance determination.
- Prepare and review fingerprint card submissions on subjects that require initial background investigation (when required).
- Prepare and submit Visit Clearance Certification letters and Sensitive Compartmented Information (SCI) visit certification requests.
- Maintain a "Perm Cert" roster of incoming visit certifications weekly.
- Maintain concise accountability and records of all outgoing Visit Certifications.
- Post, update, verify, and validate investigations, clearance levels, and visit certifications using the Defense Counterintelligence and Security Agency (DCSA) systems: Defense Information System for Security (DISS), the Central Verification System (CVS), the National Background Services eApp (electronic application) new entry system for background investigations (replacing eQIP), and the Intelligence Community (IC) Personnel Security Database - Scattered Castles.
- Prepare monthly reports on personnel security investigation initiations, submissions, returns, and open investigation progress.
MINIMUM QUALIFICATIONS: Education and Experience:
- High School Diploma Required.
- 3 years security experience.
Skills and Abilities:
- Must be proficient with all MS Office Suites.
Special Requirements:
- Active Top Secret/SCI clearance required.
- High school graduate or possess the equivalent GED.
- Must be a US citizen and speak fluent English.
