Information Technology and Computing Services (
ITCS) is the central agency that supports enterprise-wide computing at East Carolina University.
ITCS, through innovative information technology initiatives and service, provides opportunities for the
ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments.
ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students.
ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.
This position reports to the Director of Enterprise Information Systems (
EIS) and is located within the university's Information Technology and Computing Services (
ITCS) department.
EIS is responsible for providing enterprise administrative systems that enhance the experience for the university community as well as creating an administrative environment that is seamless and secure, meets the needs of the university, and is delivered in a way that builds trust and exceeds user expectations. Supported enterprise services include data integrations, customizations, process improvements, and access management for the university's
CRM,
ERP and administrative systems, university's portal, document imaging solution, eForms and eSignature signature solutions, and the university website. Responsibilities include development, support, operation, governance, and quality assurance for these systems and services. |
Job Duties |
This position reports to the Director of Enterprise Information Systems and is responsible for the management, supervision, and oversight of a team of software developers whose job duties include development, consulting, and support for the university's
ERP system, Ellucian Banner, along with various interfacing third-party enterprise administrative systems. Responsibilities of this position include organizing, coordinating, and managing the activities of staff members and providing leadership in the planning, development, implementation, and maintenance of software projects that support, enhance, and continuously improve the University's mission critical core administrative systems. This position works closely with functional areas to assess their needs and provides critical input for
ITCS strategic initiatives, ensuring that university needs are being met. This position will be responsible for staff development and personnel decisions.
Supervision and Personnel Activities:
Responsible for the oversight and supervision of technical staff, creating performance goals and development plans, conducting performance evaluations, monitoring progress on assigned tasks, and making personnel decisions. Must evaluate and assess the skill levels of staff and determine training needs based on input from the team members. Identify cost-effective training opportunities. Conduct recruitment and hiring activities, making sure vacant positions are filled in a timely manner with the most qualified candidates. Makes final decisions on recruitment. Recommend the selection, promotion, reclassification, disciplinary action, and other personnel actions for Banner team.
Project Planning:
Collaborate with the
EIS director, campus leaders, business and technical stakeholders, and team members to establish long-term and short-term goals, schedules, and priorities for the Ellucian Banner environment and integrating administrative systems. Plans extend for up to 5 years in the future. Stay abreast of vendor and industry changes and refine goals as needed to make use of the best technology. Communicate plans with leadership, customers, and the campus community. Prepare detailed development, installation and/or implementation plans for various projects and monitor project status.
Operational Excellence:
Lead team to ensure operational excellence for duties associated with supporting the university's
ERP, Ellucian Banner, and enterprise administrative systems. Serve as a backup for complex problems that the programming staff is unable to resolve. When the need arises, provides help to carry out project duties including all phases of the software development life cycle. Ensure team procedures are documented and followed, create standards and procedures where gaps exist, and ensure team members are appropriately cross trained to support business continuity.
Software Analysis and Development:
Work with business users and technical stakeholders to solve business problems with available technologies. Transform manual or disjointed processes with customized solutions. Develop complex applications and procedures on large, critical, enterprise-wide projects requiring the highest degree of quality. Develop and extend framework code that is utilized by other developers for the purpose of supporting portal applications.
Professional Development:
Stay up to date with new technologies, especially those in the Ellucian Banner, software integration, and application development spaces. New programming languages and tools must be learned as technical and application systems evolve. Participate in training opportunities by attending classes and by taking self-study type training to improve technical skills and to increase professional awareness. Suggest ways to improve training opportunities that are cost effective. Assist by teaching or providing one-on-one assistance to others as needed. Be a mentor to team members, when appropriate.
Other Duties:
Serve on University Committees, to include the Banner Change Management Committee, and perform functions as needed outside of normal job duties. Duties may include, but are not limited to training team members or functional users, testing applications, reviewing code, and assisting with time-sensitive tasks.
The standard work schedule for this position will need to be adjusted to meet the position requirements, which include and are not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations.
This position may be eligible for Flexible Work Arrangements (
FWA) under the

FWA Policy.

Minimum Education/Experience |
Bachelor's degree and 2 years of relevant experience or equivalent combination of education and experience. A minimum of 1 year of supervisory experience is required.
All degrees must be received from appropriately accredited institutions. |

Preferred Experience, Skills, Training/Education |
The following is preferred:
- A Master's degree in Information Technology Management or a related study, or a 4-year technology related degree with an emphasis on Computer Science.
- Experience supervising technical staff and making personnel decisions.
- Technical experience supporting Ellucian Banner or work experience in higher education.
- Experience developing and supporting data integrations between enterprise-wide information systems.
- Experience with MuleSoft or a similar data integration tool.
- Experience managing or leading enterprise-wide projects.
- Ability to translate business needs into enterprise technical solutions.
- Keen ability to quickly connect business requirements with the functional capabilities of the application.
- Experience creating, maintaining, and enhancing automated business processes within supported platforms.
- Ability to effectively communicate verbally and in writing with a broad base of customers on a technical and non-technical level.
- Excellent customer service skills.
- Ability to work as an independent, productive, responsive, self-motivated member of a team in high pressure situations.
