Overview

The BD Operations Manager provides a single point of contact for quote/proposal process and execution of all quotes/proposals for the MS divison supporting program managers, business development, and account managers to provide responsive, compliant, and compelling proposals to customers. Tasks include:

  • Analysis of RFQ/RFP requirements and coordination with program management and business development to construct the strategic and tactical proposal and business capture plan, schedule, and activities required to meet proposal delivery dates
  • Management of proposal development and delivery by coordinating departmental or cross-functional teams and crisp execution of the proposal approval process
  • Analysis and development of operational processes, escalation procedures and training for improving service delivery and win rate

  • Business development operations metrics tracking:
    • Monitoring key performance indicators (KPIs) related to sales activity, conversion rates, and revenue generation.
  • Data analysis and reporting
    • Analyzing sales data to identify trends, measure performance, and inform decision-making.
  • Orders forecasting and tracking
    • Collaborate with and coordiante inputs from Business development, Program management ans Sales tem
  • Sales pipeline management:
    • Creating and maintaining sales tools, dashboards, and operational processes to streamline sales activities.
  • Sales enablement:
    • Providing sales teams with necessary tools, training, and support to optimize their performance.
  • Developing sales tools and processes:
    • Creating and maintaining sales tools, dashboards, and operational processes to streamline sales activities
    • Coordinate B&P budget management with BD Director

Additional Responsibilities

  • Monitor proposal development schedule progress and address overall on-time to promise delivery to achieve 98% or better delivery success.
  • Prepare monthly bid and proposal summaries for management review
  • Continuously develop or fine tune capture/proposal process
  • Track quotes and proposals from the initial request to the review and approval of the Purchase Order.
  • Oversee receipt of RFQs working with proposal coordination team to ensure administrative tasks are completed expeditiously, and proposal effort can be launched
  • Lead development of LCM Phase 2A review and proposal approval packages in accordance with LCM and Phase Gate approval requirements
  • Develop accurate presentations and reports to support internal management and customer reviews.
  • Monitor and status completion of required LCM artifacts in support of Phase 2A reviews.

Qualifications

Minimum Qualifications

  • Bachelor's Degree
  • Five (5) years of experience managing multi-disciplinary teams relevant to the DoD industry
  • Five (5) years of experience in Sales management, business development, program management or capture management
  • Five (5) years of experience creating and analyzing sales data and trends
  • This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a "US Person" under US export laws (or eligible for approval under a U.S. Government export license)
  • Ability to obtain and maintain a security clearance

Preferred Education & Experience

  • Advanced Degree in a Technical Field or MBA
  • Experience in developing and maintaining effective internal and external business relationships with clients and industry partners
  • Experience with successful execution of complex, multi-year capture efforts, including strategic planning, teaming, proposals, market and competitive assessments, and price-to-win analyses
  • Ability to show expertise in the business development life cycle and solution selling methodologies
  • Ability to communicate and articulate activities effectively to the capture teams and ensure efficient execution
  • Ability to lead teams and stakeholders throughout the capture process
  • Familiarity with Sales Force, CRM systems, data analysis tools and sales automation platforms
  • Excellent Project Management skills coupled with the ability to manage multiple projects simultaneously
  • Basic understanding of RF subsystems
  • Excellent presentation, people skills and communication
  • Experience in the Defense Industry
  • Active Security Clearance

Salary Range: Business Development Operations Manager III: $: 89,755.50 - $134,633.25; Business Development Operations Manager IVv $ 103,218.83 - 154,828.24
