The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state. The Manager, Market Design is responsible for managing a high performing team that facilitates the enhancements to and evolution of the NYISO's market design and market software. Working in concert with Market Structures, Operations, Planning, Finance, Market Mitigation and Analysis, and Information Technology, they will plan the evolution, oversee the development of, and communicate the long-term market vision, strategy and technical direction of the products as defined within the product plans, and develop annual business plans in alignment with the NYISO's strategic initiatives and objectives. ESSENTIAL DUTIES and RESPONSIBILITIES
- Lead development and/or creation of market design features delivering economically efficient and reliable outcomes, balancing the positions of stakeholders and bringing value to consumers.
- Direct analyses on the effectiveness, efficiency, and competitiveness of NYISO's market rules and coordinate the development of revised market rules to improve the performance of NYISO markets.
- Formulate policies and market design recommendations for review with staff, senior management, regulators and market participants.
- Advocate for competitive market design outcomes, and appropriate price signals, with internal and external stakeholders.
- Lead interaction with NYISO stakeholders and regulators to review market design proposals, solicit feedback, and gain sufficient support to pursue market improvements.
- Interface with customers and other interested parties to clearly define product requirements for new feature delivery. Validate functional requirements are complete and accurate as defined by the customer, confirm that all applicable compliance objectives are met by the requirements, and ensure involved parties approve that the requirements are complete and accurate.
- Represent NYISO in stakeholder forums, industry groups and regulator forums as an independent, unbiased source of information on the operation of the bulk power system and wholesale market in New York.
- Engage strategic NYISO vendors in product planning workshops to ensure integration with NYISO architecture plans, industry trends and stakeholder product demands.
- Establish product plans identifying the enhancement, development, evolution and improvement of products identified in the product portfolio. Product plan development will be based on consideration of input from the NYISO strategic plan and business objectives, stakeholder and regulator direction and customer input.
- Support the development, management and execution of the annual projects plans. Coordinate the creation of project resource and cost estimates, build detailed work breakdown / project plans, provide project management oversight to ensure the plan is maintained and progress is tracked, develop and report appropriate metrics such that plan progress can be tracked by management and stakeholders, identify deviations from the plan and recommend remedial actions. Manage NYISO projects in accordance with project budgets and strategic plan; coordinate changes to the plan with stakeholders through the appropriate processes.
- Participate in the development and proliferation of the NYISO product management processes and practices and software development life cycle. Implement enhancements/improvements to the product management lifecycles, as required, and develop metrics designed to monitor product success and report progress as compared to defined objectives.
- Create product development plans, product marketing plans, product promotional materials, product documentation, and supporting business cases designed to advance the products and services offered by NYISO to internal and external customers.
- Manage capacity market design staff including establishing goals, creating development plans, approving work products, and fulfilling other managerial responsibilities as assigned.

SUPERVISORY RESPONSIBILITIES This position does possess supervisory responsibility. Positions reporting to the Manager, Market Design may include Business Analyst(s), Engineer(s), Economist(s), Project Manager(s), and Market Design Specialist(s) QUALIFICATIONS:
- Bachelor's Degree in Engineering, Operations Research, Finance, Economics or other related technical field required.
- Knowledge of Power Systems Engineering and Economics is preferred.Master's Degree strongly preferred or equivalent combination of education and experience.
- A minimum of ten years of professional experience in the electricity industry
- Knowledge of electric power systems or wholesale electric markets is desired; or equivalent combination of education, training and experience or an equivalent combination of education, training and experience.
- Knowledge of project management principles, processes, and tools used to effectively manage projects is required.
- Project experience with Information Technology (IT) projects and business experience in electric power systems or wholesale electric markets is desired.

- Ability to effectively present information to top management, public groups and/or board of directors.
- Ability to work with mathematical concepts such as probability and statistical inferences and fundamentals of plane and solid geometry and trigonometry, understand and apply optimization techniques. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
- Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs. Knowledge and understanding of how market software works and the process of IT software development desired.
