Job Description

Western EcoSystems Technology, Inc. (WEST) is looking for a full-time GIS Analyst within its Power Delivery Infrastructure program. Location of the position is flexible depending on the qualified applicant.

WEST was founded in 1990 and has grown to be one of the premier environmental and statistical consulting firms in North America. WEST consists of a core of scientific professionals with broad experience in basic and applied ecological studies and the sophisticated analysis of natural resource data. This unique blend of disciplines and our years of experience allow us to provide original solutions to a wide range of natural resource issues from population estimation to damage assessments, estimation of risk, and cutting-edge research. WEST provides consulting services to government, industry and other organizations.

This role will be responsible for supporting spatial data collection and management on large-scale transmission line projects. The role will be responsible for leading and directing a team of GIS and data-oriented collaborators through various aspects of electric power system infrastructure project development, including survey and data collection, ongoing data management, reporting, and timely communication with clients and other project staff. They will organize, coordinate, and manage tasks to ensure project staff meet deadlines and maintain accountability within the demanding schedules of linear infrastructure work.

The ideal candidate will have experience leading GIS efforts and data management on electric power system infrastructure or other linear infrastructure development (e.g pipelines). They will be fluent with power infrastructure layouts, typical data types, and field data collection interfaces within an enterprise GIS environment. They will also have a broad understanding of concepts and data pertaining to wildlife, the environment, and natural resources.

While job duties may change over time based on projects and individual roles within projects, the initial primary job duties for this position are estimated to include:



  • 30% data management, including data formatting, field data QAQC, file conversion, and directory maintenance
  • 30% project coordination, communication with collaborators and clients, and ensuring that GIS staff and teammates adhere to deadlines and meet benchmarks
  • 30% technical support and problem solving for other GIS users within the organization, including field staff
  • 10% cartography/data presentation for field surveys, memos, and reports

Job Requirements

Minimum Requirements:



  • Bachelor's degree in Geography or GIS, Geomatics, or a related field, such as Remote Sensing, Information Technology, Biology, Environmental Science, or Statistics AND 8 or more years of professional GIS experience

    • OR Master's degree in Geography or GIS, Geomatics or a related field, such as Remote Sensing, Information Technology, Biology, Environmental Science, or Statistics AND 6 or more years of professional GIS experience


  • Proficiency with Esri ArcGIS Pro and ArcGIS Online
  • Experience with power system infrastructure development, including engineering terms and data types.
  • Experience managing data for complex linear projects, including multiple years or survey, route change management, and setup and maintenance of master files.
  • Experience managing projects and/or project teams to ensure client satisfaction, data quality, and on-time deliverables.
  • Experience with ArcGIS Model Builder and some Python scripting
  • Knowledge of spatial modeling and complex analyses
  • Strong understanding of cartographic principles
  • Strong understanding of spatial file formats
  • Great attention to detail
  • Strong problem-solving skills
  • Ability to thrive in a fast-paced work environment
  • Demonstrated leadership and personal organization
  • Strong interpersonal communication skills and ability to work with team members in remote offices



Preferred Skills:



  • Understanding of environmental constraints, permit requirements, and natural resource issues involved with infrastructure construction
  • Proficiency with one or more programming languages (Python, JavaScript, R, etc.)
  • Experience with QGIS and Google Earth
  • Experience with GPS technologies and software such as ArcGIS Field Maps, Trimble, Garmin, Trimble, and Pathfinder Office
  • Experience procuring and working with publicly available administrative and environmental data from public sources
  • Experience with web-based applications such as Esri Leaflet, Geoserver, and GeoNode
  • Experience providing real-time support and data solutions to field technicians using a variety of spatial data collection technologies
  • Experience working with remotely sensed data (imagery, LiDAR, etc.)
  • Knowledge of SQL and database administration
