IS Business Office Analyst

Reporting to the IS Director of Project Management Office (PMO), the IS Business Office Analyst (III) is responsible for assisting with IS purchases that are not part of the standard "catalog", reconciling the IS Business Office purchasing card accounts, reporting IS Business Office metrics, maintaining the data quality of the IS asset management system, and acting as a backup for other IS Business Office staff. The analyst will assist in maintaining relationships with vendors and monitoring vendor performance to ensure compliance with agreements. The analyst is also responsible to assist with the procurement, distribution, and maintenance of mobile devices, application licensing coordination (to include the acquisition and licensing of software, ensuring FedRAMP compliance, tracking and managing renewals), and supporting lifecycle management of hardware. The analyst assists in maintaining an accurate inventory of all hardware and software assets, coordinate the use of asset management tools and processes to track lifecycle and utilization while ensuring compliance with asset management policies, including the disposal of obsolete assets. This multifaceted role requires a blend of technical expertise, financial acumen, and strong communication skills to manage resources efficiently and support organizational objectives.

IS Requests:

Serve as a point of contact for internal IS requests not included in the "catalog". Ensure a timely and efficient fulfillment. Prioritize and track IS requests to ensure requests are completed as agreed. Communicate effectively with stakeholders to maintain expectations and provide updates.

Vendor Management:

Assist in maintaining relationships with vendors, service providers, and internal customers. Monitor vendor performance to ensure compliance with contractual obligations and service level agreements (SLAs). Coordinate vendor meetings and business reviews with IS leadership and customers.

Software Management:

Support the acquisition and licensing of software applications, ensure compliance with software licensing agreements, track software usage, and coordinate renewals to ensure systems remain current.

Hardware Management:

Support the procurement of IS hardware asset stock such as computers and peripherals. Ensure that hardware assets are maintained and replaced according to lifecycle schedules, receive at the loading dock, and track hardware inventory to optimize resource utilization.

IS Asset Management:

Maintain an accurate inventory of all IS asset data, support asset management processes to track asset lifecycle and utilization. Ensure compliance with asset management policies and procedures, including proper disposal of obsolete assets.

Purchasing Card Management:

Track the use of purchasing cards for IS-related expenses. Ensure compliance with organizational policies and procedures related to purchasing card usage. Track and reconcile purchasing card transactions and maintain associated documentation.

Mobile Phones:

Assist with the procurement, distribution, and maintenance of mobile devices for employees. Support B.Y.O.D. processes and ensure mobile device plans are cost-effective and meet organizational needs.

Other duties as assigned.

These responsibilities ensure that RAND's information systems are well-run, cost-effective, and aligned with business objectives. The role requires a combination of technical knowledge, financial acumen, and strong communication skills to effectively coordinate resources and support organizational needs.

Qualifications:

* Administrative or purchasing background with a commodity and a general knowledge of federal contractor purchasing guidelines.

* Ability to work well with peers and customers with a customer service attitude.

* Strong communication and interpersonal skills, with the ability to communicate procedures and processes to non-technical stakeholders as well as build positive relationships with all levels of RAND staff.

* Strong understanding of RAND organization, people, and foundational activities.

* Interest in information systems, software or data in a fulfillment role.

* Experience demonstrating analytical and problem-solving skills, with the ability to identify and resolve complicated business issues.

Strong written and verbal communication skills

Limited travel to other RAND U.S. Offices

Experience:

Minimum 3 years related experience; 5 or more years related experience preferred to include experience with purchasing or managing vendor relationships.

Education:

Minimum High School Diploma or GED

BA/BS Degree strongly preferred

Certifications: IAITAM or ITIL Certification preferred

Location: RAND Santa Monica, or Washington D.C., or Pittsburgh, or Boston Office; flex work arrangement (can work from home 2-3 days a week)

Salary Range: $75,700- $112,400

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.Successful candidates will be offered employment in a specific title, as determined by the candidate's education and experience. The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken).
