Job Summary

The Loudoun County Department of General Services is seeking qualified applicants for the Waste Management Division Manager for Business Operations position at our Solid Waste Management Facility located in Leesburg, Virginia. The County's Waste Management Programs have grown substantially over the last several years, creating the need for a new Division of Business Operations. This position will partner with the Division Manager for Landfill Operations, both reporting to the Assistant Director for Waste Management, to deliver effective, efficient, and environmentally sound solid waste, recycling, and waste reuse programs to our community.

As the Waste Management Division Manager for Business Operations, you will manage the administrative functions, business operations, and strategic planning for Waste Management, as well as the County's public facing recycling programs.

Key Responsibilities:

* Develop and implement administrative operational policies and procedures.
* Provide the Division's day-to-day leadership and personnel management of business operations, solid waste planning, recycling, and information technology support.
* Directly supervise four staff (Business Operations Manager, Recycling Specialist, Service Manager, IT Program Specialist), while indirectly overseeing an additional 13 full- and part-time employees (Administrative Assistant, Scale Operators, Recycling Technicians).
* Manage procurement policies and processes, and oversee contracts for the Waste Management Divisions.
* Development and administration of the Solid Waste Program budget.
* Oversight of Virginia Litter Prevention and Recycling Grant.
* Implementation of the Loudoun County Recycling Codified Ordinance Chapter 1080.
* Develop, update, and certify the Loudoun County Solid Waste Management Planning District 20-Year Plan.
* Completion and submission of the Annual Recycling Rate Report.
* Plastic Bag Tax revenue funded program projects.
* Annual Special Exception Compliance with Conditions of Approval.
* Manage the Annual Landfill Financial Analysis process, cooperatively with the Division of Management Services and the Department of Finance and Budget.
* Manage the strategic planning of landfill site development from present to facility closure.
* Manage the Virginia Department of Environmental Quality Annual Financial Assurance reporting process.
* Complete the Virginia Solid Waste Management Information Act (SWIA) reporting.
* Guide staff in the Virginia Environmental Excellence Program Certification/Reporting.
* Ensure the Waste Management Program vehicles and equipment are replaced through the Vehicle Replacement Fund and machine equipment replacement funds (MERF) process.
* Ensure the semiannual facility capacity is tracked and reported in a proactive manner.
* Manage programs within budget.
* Review and authorize commercial account applications.
* Manage the waste hauler contracts program.
* Human Resources administration for the Waste Management Program including recruitment, training, and discipline.
* Ensure administrative support is provided to both Waste Management Divisions.
* Ensure the Solid Waste Management Facility is in compliance with federal, state, and local laws, Virginia Waste Management Regulations, and all permit requirements.
* Ensure documentation and records are maintained.
* Manage contracts for daily operations materials and supplies.
* Act on behalf of the Assistant Director and/or Waste Management Division Manager for Landfill Operations in their absence.

Minimum Qualifications

Masters degree in Business, Public Administration, or a department-related area; three (3) years of directly related, progressively responsible work experience, including two (2) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.

Experience managing staff in an industrial unionized workplace under a negotiated collective bargaining agreement is highly preferred. Must obtain a Virginia Department of Professional and Occupational Regulation (DPOR) Waste Management Facility Operator Class I, II, and III within one (1) year of hire.


Job Contingencies and Special Requirements

Criminal, credit, and DMV record background checks are required. Must possess a valid driver's license and good driving record (driving records may be reviewed annually for continued qualification). Prefer professional/management certification and active membership in job-related professional organizations.

May be required to work after hours and on weekends. Must be able to work a flexible schedule to accommodate the needs of the assigned position. May be subject to call or recall 24/7 and may assist at the County's Emergency Operations Center (EOC) during emergencies. This position is considered "essential."
