Navarro is seeking an experienced NEPA Consultant to support the Environmental Assessment (EA) for a future nuclear reactor site at Idaho National Laboratory (INL). This position will focus on ensuring compliance with the National Environmental Policy Act (NEPA) and related environmental regulations. The successful candidate will work closely with the Department of Energy (DOE), National Laboratory personnel, regulatory agencies, and other stakeholders to complete the EA process efficiently and effectively.

Key Responsibilities:

  • Lead the NEPA Environmental Assessment (EA) Process: Develop and manage all aspects of the EA, including scope definition, data collection, environmental impact analysis, and public involvement.
  • Regulatory Compliance & Documentation: Ensure all project activities comply with NEPA, DOE Orders (e.g., DOE Order 451.1B), NRC regulations, and other applicable environmental laws.
  • Technical Analysis: Assess environmental impacts related to air and water quality, radiological considerations, ecological resources, socioeconomics, land use, cultural resources, and environmental justice specific to the proposed reactor site.
  • Stakeholder Engagement: Coordinate with DOE, NRC, state and federal agencies, local communities, and tribal organizations to incorporate environmental and regulatory feedback into the EA.
  • Interdisciplinary Collaboration: Work closely with Navarro engineers, scientists, and project managers to integrate environmental considerations into site development planning.
  • Risk Management & Mitigation Strategies: Identify potential environmental risks and propose mitigation strategies to ensure regulatory compliance and minimize project delays.
  • Public Involvement: Assist in preparing public notices, comment responses, and stakeholder outreach materials to support transparent and inclusive decision-making.
  • Reporting & Presentation: Develop high-quality reports and presentations summarizing EA findings for DOE, NRC, and other key decision-makers.
Requirements
  • Education: Bachelor's or Master's degree in Environmental Science, Environmental Policy, Engineering, Natural Resource Management, or a related field.
  • Experience: Minimum 10+ years of experience in NEPA compliance, with specific expertise in DOE and/or NRC-regulated projects.
  • Technical Expertise: Strong background in environmental impact assessments, regulatory frameworks, and nuclear facility permitting.
  • Project Management Skills: Ability to manage multiple tasks, meet deadlines, and coordinate with various stakeholders in a fast-paced environment.
  • Communication & Writing Skills: Excellent technical writing, verbal communication, and public engagement skills, with a proven ability to develop high-quality NEPA documentation.
  • Familiarity with DOE & NRC Processes: Experience working with DOE, NRC, EPA, USFWS, and other federal/state agencies on environmental assessments or impact statements.

Preferred Qualifications:

  • Experience preparing Categorical Exclusions (CXs), Environmental Impact Statements (EISs), and Biological Assessments (BAs) in addition to EAs.
