What You'll Do in This Position

Manage the analysis, design, development, implementation, evaluation and maintenance of initial and continuing training for job-specific Operator, Technical Staff, Manager and Supervisor training programs for the purpose of qualifying/certifying respective Savannah River Tritium Enterprise (SRTE) personnel. Manage the general training, regulatory training and training coordination functions for SRTE personnel. Manage all training functions applicable to accredited and non accredited training programs. Manage the analysis, design, development, implementation and evaluation of the SRTE Emergency Preparedness (EP) Program. Manage the development, issuance, revision, validation and approval process for all SRTE procedures. Direct / manage the Procedures group function to include procedures, records and document control processes. Provide Matrix relationship to Site Training, Site Procedures and Site Emergency Preparedness organizations.

Manage the SRTE Training and Emergency Preparedness (EP) functions to include the following:

1. Manage the necessary interaction and rotation of qualified Operations personnel through the training and EP organization for the express purpose of improving the quality, consistency and delivery of the training and EP materials.
2. Manage the qualification/certification programs (initial/continuing) for Operations, Technical Staff, and
Managers/Supervisors
3. Manage the performance based training function for accredited and non-accredited training programs for Primary Facilities
4. Manage the general training function (e.g., CONOPS, TFET, 2S Drills, Operating Experience Program)
5. Manage the training coordination activities for all SRTE personnel
6. Manage Training Review Committees and Training Review Boards
7. Assist organizations matrixed to SRTE with their training functions (e.g., SRNL, RCO, Construction, Labs, Engineering)
8. Provide final approval for training materials
9. Participate on Oral Boards
10. Oversee offsite training applications and budget
11. Manage the EP program and ensure SRTE personnel are able to respond to abnormal plant scenarios and upsets.
12. Develop the Knowledge Preservation Management program to capture critical knowledge of experienced personnel for transfer to new operations personnel.

Manage the SRTE Procedure function to include the following:

1. Manage the necessary interaction and rotation of qualified Operations personnel through the Procedure organization for the express purpose of improving the quality, consistency and usability of facility procedures.
2. Manage the development/revision/approval/issuance of SRTE procedures to include Surveillance, Test, Operating,
Maintenance, Periodic, Emergency, Administrative and Response
3. Manage the biennial reviews, validations and walk downs of procedures to determine adequacy and completeness
4. Implement/manage Procedure Review Committees
5. Manage the coordination of the review process for Site level procedures requiring SRTE approval
6. Provide directions/assistance for SRTE personnel in the indoctrination, implementation of, and adherence to all Site, division and department procedures
7. Ensure procedures meet the DOE Security Order and SRNS Manual 7Q classification marking and handling requirements

Responsibilities common to the SRTE Training and Procedure functions:

1. Ensure programs are in compliance with applicable SRNS procedures, DOE Orders, and other regulatory requirements
2. Prepare and deliver programmatic briefings to customers/auditors (NNSA, DNSFB, DOE, IEB) delineating processes,
products, milestones and future initiatives
3. Develop budgets, identify staffing requirements and seek avenues for realizing cost savings
4. Implement/foster the SRNS Standards of Excellence model within the SRTE organization
5. Implement continuous improvement via the identification and implementation of corrective/improvement actions
6. Meet all commitments, milestones and performace-based incentives as scheduled
7. Perform administrative and supervisory functions for a staff of exempt, SOP and nonexempt personnel to include: conduct
staff meetings, evaluate job performance, review APRs, delegate work, keep administrative records, manage
time, establish priorities, plan and organize job tasks, career development and employee mentoring
8. Manage the staffing requirements to ensure manpower is available for completion of tasks
9. Ensure an interactive, team oriented, customer focused relationship is fostered/maintained between the Training / Procedure functions and all other SRTE departments.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Qualifications We Require

High School Diploma, GED, or other equivalent State Credential

Other Qualifications

Obtain and maintain a DOE "Q" security clearance.

Qualifications We Desire

Bachelor degree in technical field preferred.
Technical experiments with supervisory/management experience preferred.
In depth plant operation knowledge, understanding of plant interrelationships and safety envelope.
In-depth working knowledge of performance-based training methodology, including Operations and Training requirements to satisfy primary facility Category 2 Requirements; i.e., plant qualified trainers, recognized as a plant operations expert.
In-depth working knowledge of Company, Division, DOE and regulatory requirements as they relate to training, procedures, document control and records.
Computer skills in word processing and spreadsheets.
Excellent written and oral communication skills.
Able to work in a fast-paced, multitasked environment reporting directly to Operations. This position will be responsible for the coordination of qualified Operations personnel into the training, procedures and emergency preparedness functions for the express purpose of improving the quality, content and usability of these materials.
Significant experience in SRNS/DOE 4B manual and other regulatory requirements and guidance.
