Incumbent serves as the Budget Director in support of the Office of the Vice Chancellor for Health Sciences (VCHS) and works directly with the VCHS Senior Finance Director on high-level financial analysis for significant matters regarding fiscal control, budget, and analysis. Position leads, administers and operationalizes the annual budget process for VC Health Sciences and School of Medicine departments, units, and institutes with an overall budgetary scope of $2B+.

Having wide-ranging experience, uses professional concepts and organizational objectives to resolve complex issues with organization-wide impact in creative and effective ways. Works on complex issues with little or no precedent where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Is considered a subject matter expert. Internal and external contacts often pertain to organizational plans and objectives.

The Director, VC Health Sciences Budget will perform complex budgetary and financial analytical studies of major academic Health Sciences (HS) functions. Responsible for developing and maintaining statistical and historical analysis to determine expenditure trends, as well as research needs assessments to identify issues, formulate alternatives, and make appropriate recommendations.

Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Manages, prepares, administers, and directs control of budget/ organization resources. Manages the activities of the budget and financial analyst staff (2) and serves as their primary backup. Liaises with Resource Management and Controller's Office colleagues to ensure accuracy of the budget and resources. Reviews and approves recommendations for financial planning and control. Monitors division and department adherence to approved budget. Serves as VCHS fiscal instructor to support existing and new policies and procedures. Design develop, and deliver training as part of on-going VCHS training curriculum. Assist in management of academic Health Sciences fiscal closing process. Participate on various standing or ad hoc committees as necessary.

Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

MINIMUM QUALIFICATIONS
  • Advanced degree in related area, or equivalent combination of experience and training.

  • Seven or more years of progressive finance experience in a relevant setting, including substantial experience in health sciences within a large research university and/or academic medicine.

  • Expert knowledge of finance policies, practices, and systems.

  • Ability to identify, collect, analyze, and report on complex data.

  • Expert ability to effectively communicate complex information to management both verbally and in writing in a clear and concise manner.

  • Expert ability using multiple spreadsheet and database software tools to synthesize and integrate information for highly complex, strategic financial analysis, fiscal management, and financial reports.

  • Expert interpersonal and consultative skills requiring organizational savvy; expert service orientation and critical thinking skills; attention to detail. Expert ability using organizational skills to multi-task in a high volume environment.

  • Ability to adapt to changing priorities.

  • Ability to function as a member of a team.

  • Expert knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Demonstrated ability to direct the work of other employees.

  • Ability to maintain confidentiality.

  • Client services oriented; good listening, critical thinking, and analytical skills. Demonstrated experience analyzing financial data. Analytical skills to recognize problems, develop and implement potential solutions, and evaluate results or progress.

  • Working knowledge of University Payroll, Extramural Funds, Resource Management, and General Accounting and budgetary policies and campus financial/payroll system

PREFERRED QUALIFICATIONS
  • Three or more years of manager level leadership experience.

  • Health Sciences finance experience within a large research university.

  • Finance experience within an academic medical center.

  • Experience leading a full cycle budget process.

  • Current UCSD or University of California finance experience.

SPECIAL CONDITIONS

Pay Transparency Act

Annual Full Pay Range: $104,900 - $198,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $50.24 - $95.26

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
