Job Overview
The Financial Compliance Manager is responsible for ensuring CGS LLC and its subsidiaries maintain full compliance with government contracting laws, rules, and regulations, including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and internal company policies. Responsibilities
Essential Duties & Job Functions:
- Ensure the accurate and timely submission of the annual Incurred Cost Submissions for CGS and subsidiaries, meeting all regulatory requirements.
- Continuously review and update CAS Disclosure Statements, recommending updates to Executive Management and developing implementation plans for any required changes.
- Monitor and adapt to regulatory changes in CAS, FAR, DFARS, and other applicable laws, ensuring that all financial transactions and reporting are compliant.
- Develop and implement compliance plans for DCAA/DCMA Business Systems Review, Incurred Cost, Timekeeping, Post-Award, and Provisional/Retroactive Billing Rate audits.
- Oversee the calculation and submission of indirect rates for G&A, Overhead, and Fringe for CGS and subsidiaries, providing detailed analyses and recommendations.
- Ensure alignment of CGS's annual and mid-year budgets with Cost Accounting Standards, collaborating closely with finance teams to meet compliance benchmarks.
- Serve as the primary point of contact for regulatory agencies (e.g., DCAA, DCMA) concerning financial and related compliance audits.
- Lead the preparation and submission of required reports to applicable regulatory agencies, ensuring that responses to audit findings are accurate and corrective actions are properly implemented.
- Establish and maintain internal audit programs to verify that CGS and its subsidiaries adhere to regulatory requirements. Conduct routine compliance checks and provide detailed reports to senior management.
- Monitor changes in audit programs and regulations, ensuring proactive adjustments to internal compliance policies and procedures. Train finance staff on new requirements and ensure compliance programs remain up to date.
- Develop and execute corrective action plans for audit findings, ensuring all identified deficiencies are resolved in accordance with regulatory standards.
- May provide oversight and guidance to staff, including reviewing work products, as needed.
- Performs other related duties as assigned.
Job Requirements
Mandatory:
- Master's degree in accounting, finance, business or related field.
- Minimum of ten (10) years of Federal Government Contracting Cost Accounting.
- Extensive experience in preparing cost accounting disclosure statements, cost impact studies and cost accounting policies and procedures, including GAAP, internal controls, and compliance.
- Experience with overseeing DCAA/DCMA audits, incurred cost submissions, and business system reviews.
- At least five (5) years of supervisory experience providing task oversight, prioritization and support to subordinate personnel in technically demanding environment with changing priorities.
- Proven history of self-motivation and professional growth.
- Operational experience within a company having multiple locations, subsidiaries and divisions.
