Summary
The MIL Corporationis seeking aLead Engineer (System Engineering, Director) to lead, and manage the daily operations of a large technical team and oversee the operational planning, establishment, execution, and evaluation of a multi-faceted projects supporting the Department of Defense (DoD) National Cyber Range Complex (NCRC).This facility supports the mission to provide realistic cybersecurity environments for test and evaluation of major DoD acquisition programs and to enable the conduct of realistic training and certification events for the DoD Cyber Mission Force. The NCRC facility may also support non-DoD customers such as Department of Homeland Security (DHS), industry, academia, and international partners.The successful candidate will serve at the Patuxent Naval Air Station, MD site.
This position currently requires an on-site schedule, with 5 days on-site. Schedule is subject to change based on company/contract requirements.
Responsibilities
Collaborate on a daily basis with the Program Manager and technical team to ensure technical direction is aligned with cost/schedule/performance and the program is properly resourced
Provide technical leadership for day-to-day operations
Responsible for providing planning, direction, and coordination of all engineering efforts
Apply systems engineering policies and procedures as it applies to NCRC mission and products
Develop interoperability and connectivity plans across all NCRC sites
Support design reviews/test readiness events
Maintain knowledge of current and developing technologies, design and analysis methodologies, and develops models and architectural guidelines for current and future system development
This position is responsible for technical performance and engineering support to Naval Aviation Acquisition Programs
Ensure that the NCRC receives the required support services per the contract
Advise management and customers on operations and research studies and applications, including technology assessments, schedule, budget development to complete projects, and deliver results to customers
Advise the Event Directors and Event Designers on capabilities to meet test/training event requirements
Lead the NCRC technical planning sessions with users from across the programs
Lead the NCRC operations and planning including test design, development, delivery and recovery
Interface with government program POCs to develop the test execution plan meeting the program requirements
Analyze and provides recommendations to improve work processes and document lesson learned and apply industry best practices
Required Qualifications
10+ years in a related field, leading and managing teams in a cyber setting
Direct experience with Systems Engineering practices and policies and requirements management
Proven experience leading teams to develop new and existing products, solutions, and processes
Experience with project logistics by managing and balancing project resources across multiple competing priorities, including securing adequate resources needed for teams to meet schedule
Ability to communicate effectively, accurately convey project status, and identify, assess, and mitigate risks
Strong written and oral communication skills, including the ability to express technical ideas to senior decision makers
Strong leadership and organizational skills
Experience working government programs with controlled engineering baselines
Extensive knowledge of DoD acquisition process and cyber security
Extensive knowledge of tactical/embedded systems, architectures, and Real Time Operating Systems (RTOS) systems
Desired Qualifications
Master's degree with a focus in computer science; or a focus in computer and information sciences, engineering, mathematics, management information systems, cybersecurity, or a related discipline with corresponding experience and demonstrated mastery of relevant computer science topics
Advanced knowledge of IT Service Management best practices
20+ years of related, proven experience
Certified as either Information Systems Security Professional (CISSP) or Offensive Security Certified Professional (OSCP)
Project Management Professional (PMP) certification
Experience working in a fast-paced, highly visible environment
Education
Bachelor's degree with a focus in computer science; or a focus in computer and information sciences, engineering, mathematics, management information systems, cybersecurity, or a related discipline with corresponding experience and demonstrated mastery of relevant computer science topics

Salary at MIL isdetermined based on factors such as qualifications, experience, and contractual limitations. For this position, the projected compensation range is $195,000-$210,000per year.
