Position Summary

Odyssey Systems has an exciting opportunity for a Principal Program Manager providing support to the Air Force Life Cycle Management Center/PEO Electronic Systems (AFLCMC/HBA). The Aerospace Management Systems Division Programs develops, delivers, and sustains air traffic management, CNS/ATM avionics expertise, and weather sensing/forecast capabilities enabling military, civil, and allied and foreign military sales customers to achieve their mission.

This position will support the Aloha/Air Route Surveillance Radar Version 4 Replacement - Hawaii (ARSR4R-HI) program. This program will support the replacement of the current Hawaii Air Route Surveillance Radar Version 4 (ARSR-4) to include prototype development, test, site preparation, and installation. The replacement radar will address DoD capability gaps driven by new threats and provide dual use for Hawaii for Air Traffic Control (ATC) and weather monitoring. It is a key component of the USAF's defense of Hawaii as a high priority mission for the DoD and supports NORAD/NORTHCOM and PACAF/INDOPACOM Deterrence Initiatives.

This is a full time position located at Hanscom Air Force Base, MA.



Responsibilities

In this role, you will apply your advanced knowledge, extensive experience, and recognized expertise in program management to oversee and support complex acquisition programs. You will lead junior and mid-level personnel, ensuring alignment with regulatory requirements and best practices while assisting Government Program Managers in achieving compliance with the Federal Acquisition Regulation (FAR), DoDI 5000.02, AFI 63-101/20-101, and other applicable policies.

Your responsibilities will include developing, maintaining, and revising acquisition reports for Government Program Office requirements and special interest programs designated by the Milestone Decision Authority (MDA). You will play a crucial role in supporting lifecycle acquisition and sustainment initiatives, ensuring compliance with DoD and Air Force acquisition policies.

Duties include, but not limited to:

    Acquisition & Program Management:

    • Apply expertise in DoDI 5000.02 and AFI 63-101/20-101 to support the acquisition lifecycle and program management processes
    • Assess and recommend solutions to maintain program cost, schedule, and performance baselines
    • Interpret, execute, and coordinate acquisition projects, making recommendations on complex, unique, or controversial program issues
    • Compare program direction with program plans to identify inconsistencies and propose corrective actions
  • Data Analysis & Reporting:

    • Utilize qualitative and quantitative techniques to assess program effectiveness, efficiency, and productivity
    • Support the development of statutory and regulatory acquisition reports (e.g., DAES, MAR) and ensure compliance with reporting requirements
    • Correlate Earned Value Management (EVM) Cost Performance Report analysis with Integrated Master Schedule (IMS) deliverables
  • Stakeholder Communication & Documentation:

    • Prepare and present acquisition briefings, reports, and documentation to senior leadership and stakeholders
    • Support Program Management Reviews (PMRs), Senior-Level Reviews, and IMP/IMS meetings
    • Effectively communicate complex programmatic information, ensuring clarity and compliance with acquisition requirements
  • Acquisition Strategy & Contract Support:

    • Provide expert input for Requests for Proposals (RFPs), Statements of Work (SOWs), System Requirement Documents (SRDs), and Contract Data Requirements Lists (CDRLs)
    • Identify and address policy disconnects, gaps, and interpretations affecting acquisition efforts
    • Support acquisition lifecycle logistics and operational sustainment strategies


Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Must have Active Secret

Education: Bachelor's Degree in a related field and 20 years of experience in the respective technical/professional discipline being performed, 10 of which must be in the DoD OR,

  • 30+ years of directly related experience, 12 of which must be in the DoD

Technical Skills

  • Extensive experience with DoD or Air Force acquisition programs
  • In-depth knowledge of systems acquisition and program management principles, policies, and practices, as outlined in DoDI 5000.02 and 5000.75
  • Strong understanding of DoD and Air Force roles, structures, and relationships
  • Proficiency in qualitative and quantitative analysis techniques to evaluate the effectiveness, efficiency, and productivity of acquisition programs

Interpersonal Skills

  • Excellent written and verbal communication skills
  • Ability to work effectively in a dynamic team environment while meeting end-user requirements
  • Strong attention to detail, problem-solving, and analytical abilities

Preferred Qualifications

Education: Master's or Doctorate degree in a related field with 15 years of experience in the respective technical/professional discipline, including 8 years within the DoD

  • Recognized Subject Matter Expert (SME) in Air Force acquisition programs
