Closing Date: February 27th, 2025, or upon receipt of the first 50 applicant submissions Program Supervisor Children, Youth, & Family Services (CYFS) Hourly Range: $35.69 - $42.50 JOB SUMMARY: The Out of Home Care (OHC) Program Supervisor is a key leadership position responsible for building and sustaining a program that meets the needs of OHC for justice involved youth being served by CYFS as well as supervise, coach and lead staff. This role will assist with policy development, implementation, and adherence to the CYFS policies, procedures, as well as state and federal guidelines. The Program Supervisor will provide day-to-day oversight of OHC staff, OHC service referrals, and OHC placements, ensuring that OHC related programming and contracted service needs are met. This role will also facilitate special projects in collaboration with other CYFS leaders and stakeholders, leading and supporting continuous quality-related activities, navigating clinical expertise and guidance, and supporting the implementation of evidence-based programs. JOB DUTIES:
- Oversee the planning, implementation, and sustainment of the CYFS OHC unit, from OHC referral processing to facilitation of placements, to the monitoring of permanency needs for youth. This includes but is not limited to the establishment of referral processes, development and maintenance of operational policies, procedures, and related forms, coordination of training and technical assistance for agencies and staff, production of reports for grants/funding sources, and the authorization of OHC services/programs. Track, monitor, and analyze referral data, service provision, and outcomes. Conduct internal/external audits and regular monitoring site visits of contracted providers. Investigate and respond to complaints/problems. Contribute to the development of all CYFS programs and initiatives as needed.
- Facilitate and attend various meetings with internal and external partners. Supervise daily activities of HSW-OHC Liaisons and other staff as assigned. Coach, train, and evaluate staff as needed in the roles and responsibilities of their positions or the OHC program. Conduct team meetings. Perform administrative duties.
- Collaborate, communicate, and engage with community members, agencies, service providers, partners, and stakeholders, including but not limited to Milwaukee County, DHHS service areas, Division of Milwaukee Child Protective Services, Department of Corrections, Milwaukee Public Schools, Milwaukee Police Department, etc.
- Ensure that youth referred to the CYFS OHC unit have an active OHC Crisis Plan in place that is regularly updated. Maintain a crisis response process that aligns with CYFS policy and meets the needs of youth. Coordinate and monitor a crisis response process that includes a designated CYFS phone number, a rotation schedule with available designated HSW-OHC staff, and processes that leverage knowledge of de-escalation techniques, community resources, and available alternative placement options (e.g., Shelter beds), if needed.
- Provide input for youth staffing's related to meeting permanency needs and attend court or permanency plan hearings when needed. Participate in Youth Assessment & Screening Instrument (YASI) consultations or other treatment planning meetings as well as case consultations with staff and other external and internal partners. Maintain knowledge of Wisconsin Child & Juvenile Court Codes (Chapters 938 and 48). Collaborate with Judges, attorneys, and other stakeholders to support the court order for youth.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
- Must be a current resident of the State of Wisconsin.
- Current Wisconsin Driver's License and access to a reliable insured vehicle; both maintained throughout employment.
- Bachelor's degree in human services, project management, or related field.
- At least three (3) years of work experience in a social service, project management in social service/human services, or related role.
- At least one (1) year of supervisory and/or management work experience in a social service, or related field.
- Advanced knowledge of all related computer and software applications, such as word processing and spreadsheets.
- Intermediate knowledge of database platforms such as Avatar, JPM, eWISACWIS, etc.
- Ability to lift, carry, pull, push up to 20lbs when needed.
- Ability to travel 10% of work time.

- Appointee must pass State of WI Basic Intake Training within one (1) year of hire.
- Must obtain the Child and Adolescent Needs & Strengths (CANS) Tool Certification within six (6) months of hire.
Knowledge, Skills, and Abilities: Knowledge of CYFS policies and procedures; knowledge of youth justice practices; knowledge of Probation and Aftercare regulations and statutory regulations and requirements; case management skills; supervisory/management skills; oral and communication skills; problem-solving skills; decision-making skills; ability to work effectively and harmoniously with others.
