Job Summary

This position reports directly to the Population Health Supervisor along with guidance from the Manager of Population Health and Accountable Care, Chief of Population Health and Accountable Care and the Clinical Director for Accountable Care. Will work in close alignment with the Population Health, Finance, Contracts, Strategy, Ambulatory Operations, Quality and Safety, and Utilization Management and Review Leadership Teams. This position is an advanced staff position responsible for implementing and maximizing the effectiveness of large, complex, and/or specialized clinical contracts with a wide variety of accountable care and managed care organizations (ACOs, MCOs). Contracts include both upside and downside risk. This person will work with the Clinical Director for Accountable Care and multi-disciplinary teams to ensure appropriate development and implementation of accountable care programs, including establishing short and long term goals for projects to achieve timely and quality results. The incumbent will support the Medical Director for Accountable Care in leading key payer and accountable care meetings as assigned. This position will exercise initiative, originality, creativity, innovation, analytical organization, priority setting, leadership, and judgment in applying established principles and practices to new and unusual problems. The incumbent must also demonstrate extensive accountable care/value based program management skills including substantive knowledge of accountable care, current performance improvement tools and techniques including deep data analytics, leadership strategies, effective communication skills, and professionalism dealing with personnel at all levels in the health system, UCD campus and external entities. Work is performed independently under general direction. Ability to travel to all clinics both on campus and to all the Community Physician practices.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in related area and /or equivalent experience / training.
  • At least 3 years experience working in healthcare or a related field.
  • Advanced knowledge of the full scope of managed care contracts and contract functions and methods, including contract provisions, regulatory, compliance, and privacy issues, procedures and protocols, and customer relations.
  • Advanced knowledge of the industry best practices. Ability to analyze the regional managed care marketplace and the market forces, factors, and organizations that shape it
  • Knowledge of Managed Care, Accountable Care, health system, and UC policies and processes. In depth knowledge of relevant industry federal, state, and local laws and regulations to proactively identify and mitigate compliance risks.
  • Advanced analysis skills to evaluate financial performance of contracts. Productive in work volume, speed, quality, and consistency.
  • Advanced data analytics to identify improvement opportunities and understanding data gaps and needs.
  • Advanced customer service, interpersonal, and teamwork skills to work effectively with clients, prospects, and interdepartmental staff, and to collaborate productively in addressing and solving concerns and problems.
  • Advanced critical-thinking, problem- solving, and project-management skills to effectively manage and prioritize multiple levels of information and responsibilities, to successfully manage projects from inception to completion, and to independently assess complex problems and develop an expedient path of resolution.
  • Advanced detail orientation, organizational and project management skills to negotiate, manage, and track complex managed care contracts and effectively carry out all contracting activities.
  • In-depth knowledge and skills with all relevant hardware and software, including specialized contract databases, as well as data management and analysis.
  • Ability to think proactively and function independently.
  • Proven ability to compose reports, correspondence and summaries in a comprehensive organized format.
  • Results-oriented and conscientious attitude.
  • Demonstrated leadership experience.
  • Excellent written and oral communication skills.
  • Demonstrated ability to lead interdisciplinary teams and develop/manage partnerships, seeking input from others, and creating ad hoc teams as required to address challenging problems.
  • Must be a team player, proactive, professional, creative, innovative and inquisitive with an interest in mastering new skills.
  • Emotional stability is needed to deal with stressful situations.
  • Can articulate and support the UCDHS mission, vision, and values as well as departmental goals.
  • Understands the importance of maintaining confidentiality of hospital and patient information at all times.
  • Advanced skills in Microsoft Office suite (Word, Excel, Power Point).
