HJF is seeking a Senior Operations Manager to provide administrative project oversight to maximize the effective use of project resources within the 711 Human Performance Wing's Airman Biosciences Division, 711 HPW/RHB, Aerospace Operational Medicine Product Line. Duties include but are not limited to maximize the effective use of budget and accounting, space management, personnel management, overall management, and purchasing areas for a complex portfolio of awards providing expert program management direction. Evaluates fundamental problems for major functional areas through assessment of intangible variables. Works on abstract problems and identify strategic, comprehensive solutions for the Aerospace and Operational Medicine Product Line within the Air and Space Biosciences Division of Air Force Research Laboratory.

This position will be in support of the 711 Human Performance Wing's Airman Biosciences Division. The Airman Biosciences Division is an international center for research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. The division's branches provide research and consultative capability for aeromedical, chemical, biological, and radiological health hazard needs, as well as research for the biomedical impact of flight. The research supports Air Force Medical Readiness Agency (AFMRA) research interests by creating high-performance, integrated systems for individualized, operations enhancing health readiness.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.


Responsibilities

  • Implements best practices and processes to track progress of efforts.
  • Oversees strategic planning efforts.
  • Provides metrics and analysis to support forward-looking decision-making based on data.
  • Manages a complex portfolio of programs.
  • Develops and manages program plans from inception to deployment, applying project management methodology and enforcing best practice standards.
  • Review and polish proposals for projects/grants/documents/road-maps/etc for further funding consideration.
  • Interacts with Product Line Lead, Program Manager Team, Product Area Leads, Core Technical Competency Lead, stakeholders, and internal/external partners by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, research administrators and HJF Program Management in the administration of agreements and research compliance.
  • Provides oversight of standard operating procedures ensuring policies are maintained, disseminated, and adjusted for continual process improvement.
  • Provides program status reports.
  • Adjusts priorities and resource allocation based on program performance data.
  • Lead customer engagement and manages customer expectation.
  • Work with project stakeholders as needed to ensure detailed business and technical requirements are defined to ensure success in program.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of, participation in, and/or presenting on behalf of the Aerospace and Operational Medical Product Line Lead as required.
  • May include budgetary responsibility to include plan/forecast, prepare, approve, monitor.

Qualifications

Education and Experience

  • Bachelor's Degree in Business Administration or a related field required.
  • Minimum of 9-10 years experience required.

Required Knowledge, Skills and Abilities

  • Program Management experience working on R&D programs, with a focus on Biotechnology highly desired.
  • Skilled knowledge of organizational objectives, the federal budget process, office automation. Familiarity in managing DoD budgets to secure funding and mitigate any deviations from the planned cost, schedule, and performance of DHA programs.
  • Ability to work completely independently, use sound judgement in solving problems, and coordinate many complex systems and programs simultaneously.
  • Strong leadership skills, knowledge of project management principles, and excellent communications customer/client relationship and people management skills.
  • US Citizenship and the ability to obtain and maintain a T3/Secret Clearance.

Work Environment

  • This position will take place primarily in an office setting.

Compensation

  • The annual salary range for this position is $100,500-$128,000. Actual salary will be determined based on experience, education, etc.
