Position Summary


Reporting to the Director of IT, the Associate Director of IT Operations and Application Administration is a senior leadership role responsible for managing and overseeing the organization's operations and application administration teams. This position is critical in driving operational excellence, ensuring optimal performance of IT infrastructure and applications, and aligning IT services with strategic organizational goals. The Associate Director will manage professional and managerial staff teams across a diverse portfolio of research and analytics projects. This role requires extensive collaboration with Duke Health Technology Services (DHTS) and the Duke Office of Information Technology to effectively leverage shared operational and infrastructure services. The Associate Director will build and maintain strong working relationships with these groups to ensure the seamless delivery of IT services that meet the organization's needs.

All Duke University and Duke Health remote workers must reside in one of the following states or districts: Arizona; California; Florida; Georgia; Hawaii; Illinois; Maryland; Massachusetts; Montana; New Jersey; New York; North Carolina; Pennsylvania; South Carolina; Tennessee; Texas; Virginia or Washington, DC., Washington (State), Connecticut, Indiana, Michigan, Maine, Ohio and New Hampshire.



Primary Responsibilities and Task

Leadership and Strategic Planning



  • Collaborate with the Director of Technology Solutions to define and execute the strategic direction for IT operations and application administration.
  • Develop and implement roadmaps for operational excellence, application management, and technological modernization.
  • Establish metrics and KPIs to measure the performance, reliability, and security of IT services and applications.
  • Act as a liaison between IT leadership and key stakeholders to ensure alignment of services with organizational needs.


Collaboration with Partner IT Groups



  • Coordinate with Duke Health Technology Services (DHTS) and the Duke Office of Information Technology to effectively leverage shared infrastructure and operational services.
  • Build and maintain strong relationships with these IT groups, ensuring effective communication and alignment of priorities.
  • Ensure that dependencies on external IT services are well-managed, with clear service agreements and accountability frameworks in place.


Team Management



  • Lead, mentor and develop high-performing teams, fostering a culture of collaboration, innovation, and accountability.
  • Oversee staff management through the Senior Manager of IT and various professional-level staff, including managing DevOps/Cloud Engineers, Database Administrators, IT Support and Application Administrators, ensuring effective collaboration and operation across all teams.
  • Develop staffing plans, manage budgets, and allocate resources to meet operational and strategic objectives.


IT Operations



  • Oversee the organization's IT infrastructure, ensuring high availability, scalability, and security of systems and services.
  • Direct the DevOps and IT Support teams in implementing, maintaining, and improving CI/CD pipelines, cloud platforms, and monitoring solutions.
  • Establish and enforce standards, processes, and best practices for IT operations.


Application Administration



  • Manage the application administration teams responsible for research, analytics, and clinical applications.
  • Ensure compliance with Life Sciences and Clinical Research regulations, including HIPAA, GxP, and FDA 21 CFR Part 11.
  • Collaborate with stakeholders to ensure applications meet business needs, are properly integrated, and maintain compliance with industry regulations.
  • Drive application lifecycle management, from deployment and maintenance to upgrades and retirement.


Regulatory Compliance and Industry Best Practices



  • Implement and monitor processes to ensure compliance with relevant standards and regulations for Life Sciences and Clinical Research technology.
  • Work with internal and external auditors to manage compliance audits and assessments.
  • Stay updated on emerging regulatory changes and ensure alignment of IT services and applications with updated guidelines.


Technical Oversight and Problem Resolution



  • Serve as an escalation point for complex technical issues across infrastructure and applications.
  • Stay updated on emerging technologies and trends to ensure the organization remains competitive and innovative.
  • Lead incident response and problem resolution efforts for critical IT systems.

Required Qualifications

Education/Training: (refer to the Duke HR website for minimum qualifications required if applicable)



  • Bachelor's degree in computer science, information technology, or a related field (master's degree preferred).



Experience: (refer to the Duke HR website for minimum qualifications required if applicable)




  • 9+ years of progressively responsible experience in IT operations, application administration, or related fields to include 4 years in leadership roles.
  • Proven leadership experience managing diverse IT teams, including DevOps, IT support, and application administration.
  • Experience working in Life Sciences or Clinical Research environments, with an understanding of related technologies and workflows, preferred.



Knowledge, Skills and Abilities:

Technical Skills



  • Deep understanding of cloud platforms (e.g., Azure, AWS, Google Cloud), DevOps methodologies, and CI/CD pipelines.
  • Experience with enterprise applications, database systems, analytics platforms, and Clinical Research applications.
  • Knowledge of ITIL frameworks, infrastructure management, and system security best practices.
  • Familiarity with regulations and standards such as HIPAA, GxP, FDA 21 CFR Part 11, and data privacy frameworks.



Collaboration and Interpersonal Skills



  • Proven experience working collaboratively with external IT partners or shared service organizations.
  • Exceptional communication skills to facilitate coordination with Duke Health Technology Services and the Duke Office of Information Technology.
  • Ability to manage cross-departmental dependencies and drive consensus across diverse stakeholders.



Preferred Registration, Certification or Licensure:




  • ITIL, PMP, or relevant cloud certifications (e.g., AWS Certified Solutions Architect, Azure Administrator Associate).



Work Environment:



  • Hybrid work environment with occasional travel required for meetings or on-site support.
