This position plans, coordinates, implements, and maintains a comprehensive leak detection program to minimize water loss and to quantify non-revenue water usage. Inspects and monitors contractor- performed water service line repairs and installations. Implements and documents regulatory compliance activities for lead service line replacements. Oversees other water distribution operations and maintenance tasks.
Work Location: This position currently works on-site only.

Job Duties and Responsibilities

Water Leak Investigation and Repair Initiation
- Respond promptly to potential water system leaks. Perform on-site leak investigations using specialized equipment, technical expertise, and judgement. Research records to determine location, size, and materials composition of public and private buried water infrastructure.
- Ensure water system leaks are repaired promptly. Provide information to operations supervisors to schedule a repair if the leak is on the public water main. If a leak is on a private service line, effectively communicate with the property owner their responsibilities and options for repair, create a bidding event in the City's Procurement system to solicit bids on behalf of the property owner, and
- Enter all information about public and private leaks in databases utilized by the Water Division and other Departments or Divisions (311, Street Department, PW Administration etc.).
Water Service Connection Inspection
- Inspect and monitor contractor and City installed water service line repairs, cutoffs, and new installations in the city right of way and on private property to ensure compliance with City codes, ordinances, policies, and procedures. Record repairs and new water service information in Department electronic and geographic information system data systems. Complete service connection inspection permit in ELMS.
- Install meter and remote meter reading communication device. Complete meter set permit in ELMS and EnQuesta Utility Billing work order with new meter and reading device information.
- Inspect excavation to record actual area of street cut and document street, curb, and sidewalk restoration required. Perform regular inspections of temporary patch maintenance and follow up with contractor to remedy issues in a timely manner prior to City's performance of permanent restoration. Complete street and sidewalk excavation permits in ELMS.
Implement regulatory compliance activities for lead service line replacements
- At the time a leak is identified on a private lead service line, explain risks associated with leaking lead lines to resident and provide the resident with literature and a water pitcher filtration device.
- At the time of lead service line replacements provide educational materials, provide a water pitcher filtration device, and discuss water sampling procedures with property owner. Instruct residents in premise plumbing flushing procedures as prescribed by US EPA. Collect water samples from the premises for laboratory analysis at the time of the repair and at follow up interval(s).
Manage Water Loss Prevention Program
- Implement best practices and procedures for water loss control in accordance with latest edition of AWWA Manual M36. Plan, coordinate, implement and maintain a comprehensive leak detection program to minimize water loss in the water distribution system by performing a continuous leak detection survey to assess 100% of the City's water distribution system every four to five years. Prepare reports that document the full scope of the city's leak detection program; track assigned program data and Key Performance Indicators (KPI).
- Plan and arrange for the maintenance and purchase of specialized leak detection equipment; schedule demonstrations and test equipment for potential purchase; assist in preparing specifications for procurement.
- Train Water Distribution Operators and Senior Water Distribution Operators in leak detection methods and on the use of specialized leak detection equipment.
- Collect, summarize, and report data on non-revenue water usage by Public Works and other city departments for the annual water audit.
Manage Water Distribution Operations and Maintenance Initiatives
- Coordinate and monitor contractors performing operations and maintenance work on the City's water distribution system including but not limited to valve operations, valve repair, underground vault/chamber inspection and condition assessment.
- Serve as liaison on projects between the City contractors, sub-contractors, property owners, engineers, and others, including making judgments on operational best practices
- Attend construction meetings on a regular basis with all parties involved in the initiative to discuss and resolve problems. Inspect progress and work as the contracted work is underway and at completion to determine the need for corrections or alterations; advise of needed corrections and recommend approval of payments to contractors. Maintain records, compile data, and prepare a variety of reports.

Required Qualifications

Minimum Education: High school diploma or equivalent
Training on the job and / or Water Supply System Technology coursework to acquire knowledge of Water Treatment and Distribution System operations and maintenance principles and performance of procedures in accordance with American Water Works Association standards and practices. (Must attach your proof of coursework to your application)
Minimum Experience: Four years of hands-on experience performing Water Distribution system operations and maintenance and/or construction and installation on a Class A, B, or C water supply system.
Equivalency: An equivalent combination of education and highly related experience in a similar environment may be considered.
Licensures/Certifications: Minnesota Water Supply System Operator Certificate Class C or higher Valid MN driver's license

Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. Knowledge, Skills and Abilities

- Knowledge of the methods and techniques used in the installation, repair, testing and monitoring of watermains and service connections.
- Knowledge of leak detection principles, including the use of survey data log.
- Knowledge of valve installation and maintenance regulations: Federal, state, and municipal restrictions, laws, and ordinances.
- Considerable knowledge of means and methods of detecting leaks and determining their underground locations.
- Knowledge of underground excavation procedures and confined space entry.
- Knowledge of City Ordinances, procedures and policies, OSHA rules and regulations, American Water Works Association (AWWA) standards and practices.
- The ability to read an interpret previous inspection records and repair history as well as maps, intersection cards and plats
- The ability to record and maintain accurate records.
