Who We Need

Sabel Systems is seeking an experienced and versatile Logistics and Financial Operations Specialist to provide advanced analytical and technical support to Department of Defense (DoD) clients, focusing on program and project management, financial audit execution, transportation finance, audit compliance, risk management, and policy development. This role is essential to both Marine Corps Forces Reserve (MARFORRES) and headquarters-level United States Marine Corps agencies, supporting a range of critical functions, including cargo transportation billing, logistics planning, procurement, and enterprise financial system management.

The successful candidate will possess a broad skill set across logistics, finance, and policy analysis, with the ability to navigate complex DoD transportation finance systems, conduct compliance assessments, and support logistics and procurement operations. This role is integral to MARFORRES' Transportation of People and Things (TPT) initiatives, which enable seamless transport logistics for training exercises, operational deployments, and daily mission support activities. The specialist will focus on delivering transportation and logistics solutions for the movement of people, equipment, and essential supplies, including major equipment, ammunition, medicines, repair parts, and high-value items, across both domestic and international locations. It will also be key to enhancing MARFORRES' operational readiness by supporting logistics for training exercises, managing financial transactions, and ensuring audit compliance across multiple DoD financial management systems.

Key Areas of Responsibility:

1. Transportation Planning and Coordination for People and Cargo:

* Develop and implement transportation plans to support the movement of personnel and cargo for MARFORRES training exercises, operational deployments, and mission support.

* Coordinate and execute all aspects of transportation logistics, including scheduling, resource allocation, and supply chain management to ensure the timely delivery of personnel and essential materials.

* Liaise with internal teams and external partners, including commercial carriers and DoD transportation entities, to align logistics operations with MARFORRES mission requirements.

2. Transportation and Financial Policy Expertise:

* Serve as the subject matter expert on Marine Corps transportation finance policies, including those related to the Defense Transportation System (DTS), Third Party Payment System, and Transportation of Things (ToT) programs.

* Provide insights and analysis for cargo billing operations, including both Over-Ocean Transportation (OOT) and commercial cargo movement billing through USTRANSCOM's Transportation Working Capital Fund (TWCF).

* Conduct detailed research and analysis on transportation finance policies to inform program improvements, metric development, and policy compliance assessments.

* Support financial readiness initiatives, specifically addressing the Transportation Financial Improvement and Audit Readiness (FIAR) requirements for DoD Components, ensuring alignment with DoD and Marine Corps financial policies and objectives.

3. Financial Audit and Compliance Management:

* Lead and manage audit compliance initiatives, ensuring that all processes align with the Generally Accepted Accounting Principles (GAAP), United States Standard General Ledger (USSGL), Government Accountability Office (GAO) guidelines, American Institute of Certified Public Accountants (AICPA) standards, and DoD Financial Management Regulations (FMR).

* Oversee audit-related tasks within designated platforms, such as SharePoint sites and other DoD Financial Auditability support systems, to ensure accurate data collection, reporting, and compliance with financial regulations.

* Actively participate in high-visibility Service-level Financial Independent Audit Readiness (FIAR) compliance projects, contributing to audit planning, reporting, and issue resolution to enhance overall financial accountability.

* Perform risk assessments and support the development of risk mitigation strategies to address identified compliance gaps, enhancing the integrity of financial operations across MARFORRES and headquarters agencies.

4. Wide Area Work Flow (WAWF) Transaction Processing:

* Manage end-to-end financial transactions through the Wide Area Work Flow (WAWF) system, including invoice processing, receiving reports, and acceptance documentation, in full compliance with DoD procurement and financial policies.

* Work closely with MARFORRES procurement, contracting, and finance teams to ensure accurate, timely data entry, while maintaining financial accountability and audit readiness.

* Act as the WAWF expert, troubleshooting system issues, providing training to team members, and ensuring the seamless processing of contract payments to enhance financial transparency and efficiency.

5. Logistics Planning and Exercise Coordination:

* Develop, coordinate, and execute logistics support plans for MARFORRES training exercises and operational deployments, managing transportation, supply chain, and resource allocation to ensure mission success.

* Collaborate with MARFORRES operations, training, and logistics teams, as well as external agencies, to align logistics support with exercise objectives and enhance overall operational readiness.

* Conduct needs assessments and resource evaluations to ensure that all logistical requirements are met, and optimize resource allocation to support personnel and equipment deployment efficiently.

* Maintain strong working relationships with inter-service and cross-functional teams, ensuring that all logistical elements are seamlessly integrated into operational plans.

6. Procurement and Vendor Management:

* Lead the procurement process for MARFORRES, from requirements gathering and solicitation through contract award and delivery, ensuring compliance with DoD and federal acquisition regulations.

* Develop and implement procurement strategies, conduct market research, negotiate contracts, and manage vendor relationships to secure high-quality resources in a cost-effective and timely manner.

* Coordinate with finance, legal, and logistics teams to maintain alignment with organizational goals and mission objectives, enhancing MARFORRES' capacity to procure essential goods and services.

* Ensure procurement processes uphold audit standards and accountability, contributing to transparent, efficient use of MARFORRES' resources.

7. System Management and Technical Support:

* Oversee the administration of MARFORRES' Defense Agency Initiative (DAI) system, a critical enterprise resource planning (ERP) tool for managing financial, accounting, and procurement functions within the DoD.

* Provide user support and troubleshooting for the DAI system, ensuring system reliability, addressing user inquiries, and resolving technical issues to support MARFORRES' financial and operational objectives.

* Serve as the lead developer for the Training Exercise and Employment Plan, Transportation of Things, and Transportation of People (T3) system, ensuring it meets the logistics and operational needs of MARFORRES.

* Design, integrate, and maintain the T3 system to streamline training, deployment logistics, and transportation coordination, enhancing MARFORRES' capacity to manage and optimize transportation operations.

Your Qualifications

Required

* In-depth knowledge of DoD audit compliance, risk management framework, and financial best practices.

* Experience in transportation finance systems, including familiarity with USTRANSCOM's TWCF and commercial billing platforms.

* Proven expertise in logistics planning, resource allocation, and procurement for military training exercises and operational deployments.

* Proficiency with WAWF and DAI systems, with an understanding of DoD procurement regulations and ERP management.

* Strong communication skills for both written and verbal reporting, with the ability to convey complex information clearly and effectively.

* Strong analytical, problem-solving, and time management skills to ensure efficient and compliant operations.

* Ability to work independently and in a team environment, demonstrating a high degree of initiative and responsibility.
