Financial Manager, Journeyman

DCS has an exciting opportunity for a Journeyman Financial Manager providing support to the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/WIM). The Air Force Program Execution Office for PEO ISR (AFPEO/HBI) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO ISR portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/WIM is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS.

The candidate will provide Systems Engineering assistance that applies a broad theoretical and practical knowledge of system engineering to the acquisition process. The candidate will also provide engineering support in the design, operation, and sustainment of systems and components that cover tasks throughout the acquisition life cycle (requirements analysis through system disposal).

This is a full time position at Hanscom AFB, MA.

Essential Job Functions:

Responsibilities may include but are not limited to:

  • Support the development of program-specific financial documentation, including funding, forecasting, programming, and budgeting, utilizing applicable databases and software tools.
  • Prepare and provide financial input for key events such as Budget Execution Reviews, Integrated Baseline Reviews (IBR), Milestone Decision Reviews, and risk assessments.
  • Draft financial documentation for Government review, including Procurement Documents, RDT&E Documents, and Program Objective Memorandum (POM).
  • Generate and manage funding documents (e.g., Purchase Requests, MIPRs, project orders) in accordance with financial policies and regulations, ensuring audit trails and reporting status to the Government lead.
  • Conduct research and analysis of accounting issues using online systems (e.g., CRIS, WAWF, CCaRS) and maintain financial databases.
  • Provide interpretations and advice on laws, regulations, and policies impacting financial management.
  • Analyze cost and budget data to support POM development, Congressional budget documentation, and execution reviews.
  • Track financial data and provide updates on systems such as ABIDES, RAPIDS, and NDAA results, identifying and resolving issues.
  • Evaluate and recommend process improvements for financial management practices across divisions.
  • Support Foreign Military Sales (FMS) by tracking case statuses, assisting with LOA development/modifications, and maintaining delivery reports.
  • Facilitate Budget Control Board meetings, advise on budget allocation, and support year-end financial closeout.
  • Reconcile contract payments and financial data in systems like CCaRS, ABSS, WAWF, and MOCAS.
  • Assist program office teams with financial status updates for pre- and post-award phases and review contractor financial processes for adequacy.
  • Develop and coordinate acquisition financial reports and budget documentation, including R- and P-Docs, and FMS-related materials.
  • Perform cost analysis, including forecasting, estimating, and identifying cost-saving opportunities.
  • Prepare responses to external information requests and provide economic, budgetary, and financial analyses.
  • Support Earned Value Management (EVM) implementation and provide related training and guidance.
  • Develop handbooks, training materials, and automated financial management models to enhance capabilities.
  • Analyze and evaluate contractor proposals, nonrecurring costs, and cost reduction opportunities, providing recommendations.
  • Assist with specialized cost research, model development, and training, supporting cost estimation and analysis for program phases.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A Bachelor's Degree plus 7 years of experience, 5 of which must be in the DoD.

Secret Security clearance.

Desired Skills:

Master's Degree in a related field and at least 3 years of experience in the respective technical / professional discipline being performed, 3 of which must be in the DoD

Experience in CCaRS, FM-Suite, Advana, CRIS, BQ, MOCAS, EDA and WAWF, preferred.
