The Facility and Systems Security (FSS) Group seeks applicants with experience in radiation detection technologies and their application within nonproliferation/nuclear security systems for a Nuclear Nonproliferation Technical Specialist position. Our group resides within the Nuclear and Radiological Sciences (NRS) Section, Nuclear Nonproliferation Division (NND), and the Nuclear Security Sciences Directorate (NSSD) at ORNL. Staff within NND perform a wide range of scientific, technical, and programmatic activities in all facets of the nuclear enterprise from nonproliferation project support and management, to research and development (R&D) pertaining to radiological/nuclear (RN) materials processing, management, and transportation. Scope is available across a range of sponsors within the DOE National Nuclear Security Administration (NNSA); other sponsors may include the Department of State (DOS), Defense Threat Reduction Agency (DTRA), Department of Homeland Security (DHS), and Nuclear Regulatory Commission (NRC). The Nuclear Nonproliferation Technical Specialist will coordinate with colleagues across the FSS Group, NRS Section, and NND Division to develop, manage and implement project work for sponsors, as suitable to their unique skills and experience.

Major Duties/Responsibilities:

• Conceive, develop and implement sponsor initiatives related to nonproliferation and nuclear/radiological (RN) security.
• Coordinate extensively with federal sponsors, international partners, laboratory colleagues and other subject matter experts.
• Manage projects to support the design, delivery, and sustainability of radiation detection systems deployed worldwide, including control of the cost, schedule, and scope of the projects.
• Apply technical and project management expertise to the research, development, and commercialization of technologies designed to reduce reliance on radioactive materials in applications such as irradiation, radiotherapy, industrial sterilization, well logging, and radiography.
• Design and deliver a wide variety of virtual and in-person engagements, including training, field and table-top exercises, brainstorming sessions, and presentations of project work.
• Track and control schedule, budget, and costs for project activities.
• Analyze data and information to assess the need for, progress of, or outcome of project work.
• Travel as needed to support domestic and international engagements related to work scope.
• Remain current on all relevant federal and laboratory training requirements related to travel, safety, and security, and maintain a strong commitment to the safe implementation of project work.
• Participate in NND and ORNL programs and initiatives of interest.

Basic Qualifications:

• MS in a technical field and four (4) years of relevant experience applied to RN security or nonproliferation project or program initiatives.An equivalent combination of education and experience may be considered.
• Demonstrated experience with radiation detection technologies and/or radioactive material assessment applied within nonproliferation/RN security systems. Possible skill sets include, but are not limited to: technical expertise applied to determine RN material security within a facility, transportation or response system; experience in design/delivery of technical training exercises geared toward RN material detection or response; health physics or radiological material assessment applied in field operations; and technical project management of RN security, nuclear forensics or nonproliferation initiatives with a US federal sponsor or at an international organization.
• Demonstrated experience preparing proposals, reports, presentations, and journal publications.

Preferred Qualifications:

• A firm technical understanding of nuclear and radioactive materials/detection and of the international and domestic application of nonproliferation and RN security.
• The candidate should possess leadership qualities commensurate with their level of experience.
• Excellent verbal communication skills, including a commitment to prompt responses and respectful and inclusive language. This job includes flexible scheduling, and the need for travel.Responsibility, responsiveness and accountability are required, regardless of location.
• Demonstrated ability to set priorities, meet milestones and remain accountable, regardless of location.
• Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
• Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Special Requirements:

Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
