Primary Purpose of Organizational Unit
The mission of the School's human resources (HR) office is to provide counsel and guidance and to lead initiatives on behalf of the School. We serve as an adviser to School personnel on HR policies, procedures and systems including Appointments, Promotions and Tenure ( APT); recruitment and hiring; performance management; employee relations; as well as many other areas. We also serve as the liaison between the School and various offices around campus (Provost's Office, Office of Human Resources, Equal Opportunity Office, Office of University Counsel, Office of Postdoctoral Affairs, as well as other UNC-Chapel Hill offices) on personnel issues.
Position Summary
The primary purpose of this position is to serve as the HR Consultant for one or more departments within the Gillings Schoof of Global Public Health ( SPH) as well as backup for the other departments within SPH. The position acts as the first point of contact for one or more departments providing the full spectrum of HR service to SPH Faculty and Staff. The position also operates as an HR Team Member for the Gillings School of Global Public Health HR Shared Services Team that provides SPH School Wide HR Service. The position will serve as a team member in collaborative team decision making processes and support other HR consultants as needed to provide seamless customer service across the school and university.

The primary purpose of this position is to provide consultation, policy interpretation and management of complex HR services to nine distinct School of Public Health ( SPH) departments, recognizing their various business models, organizational structures and cultures while fostering and supporting diversity and inclusion. These departments range in characteristic from those largely inclusive of 12 month faculty and SHRA staff supported by grants that fluctuate frequently, to those with 9 month faculty appointments backstopped by state funds, to institutes comprised largely of EHRA non-faculty employees on contractual funds that change monthly. This consultant will be a member of an HR Shared Services team charged to provide service to various types of employees.The position will be accountable to SPH departments for ensuring excellent professional HR service. The position will also be responsible for ensuring all actions are completed in a timely manner and services meet or exceed the expectations of departments. The consultant will function primarily as an advisor to our diverse supervisors, managers and employees in our different units. They must be an excellent communicator and have the ability to establish strong professional relationships with multiple parties. The chosen candidate must be able to resolve problems and situations that arise and work with SPH HR and the University's Office of Human Resources to obtain viable and efficient solutions. The consultant will work closely with the SPH HR office to ensure HR services are delivered in accordance with policies and appropriate procedures for SPH as a unified organization and in accordance with state and University policies. The position will also collaborate with the business managers on University and various departmental policies and procedures as they relate to HR practices.

They will help streamline HR processes and policy interpretation across all units with SPH. In doing so, he/she must work effectively with all levels of employees, including department chairs, business managers, faculty, staff and deans and must exhibit excellent customer service and political acumen in his/her daily work. They will seek to understand both the departments' perspectives and perspectives of SPH HR, OHR and others and find a solution acceptable to all. The consultant will be responsible for updating and monitoring organizational charts for the Business Departments within SPH and will be involved in the facilitation of the school wide orientation for new employees hired into the School.
Minimum Education and Experience Requirements
Bachelor's degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
- The successful candidate must possess excellent oral and written communication skills, sound business judgment, tact and diplomacy, and the ability to interact with personnel at all levels of the School/Division and University.

- The successful candidate must demonstrate a working knowledge of federal and state employment laws and regulations (e.g., FLSA, FMLA, ADA) and have prior experience in consulting with internal clients on some combination of recruitment, compensation, employee relations, position classification or employee benefits matters.

- Must demonstrate a 'Can Do' customer service mentality.

- Must have the ability to dissect a problem and find the fundamental cause and offer a viable and logical solution.

- Proven ability to succeed in a team environment.
Preferred Qualifications, Competencies, and Experience
- Knowledge of Appointment, Promotions, & Tenure process/tracking.

- Knowledge of PeopleSoft, lnfoPorte and UNC TIM.

- Thorough knowledge of UNC Polices & Procedures for both SHRA & EHRA positions.

- Prior experience in the higher education setting is highly preferred but not required.
