The Position

Engineering Designer I is the entry level classification in the Engineering Designer series, which is responsible for designing less complex pipeline systems and performing the more routine tasks and duties associated with those systems. This is a training position, and individuals can advance to Engineering Designer II (CAD Technician, Pipeline Infrastructure Division) after gaining experience and achieving proficiency which meets the requirements for the Engineering Designer II (CAD Technician, Pipeline Infrastructure Division) classification.

The Engineering Designers in the Pipeline Infrastructure Division (PID) work closely with project managers, Senior Engineering Designers (CAD Technician, Pipeline Infrastructure Division), project engineers, surveyors, facility drafters, pipeline construction field staff, and other technical and administrative personnel. In addition to the frequent use of AutoCAD Civil 3D, major responsibilities require initiative, independent judgment, critical thinking and interactions with a variety of personnel throughout the East Bay Municipal Utility District (EBMUD). The immediate vacancies are in various work sections of PID including Pipeline Design Support, Transmission Pipelines and Tunnels, and Pipeline Rebuild, however, this list can be considered for future vacancies in all sections within PID.

Engineering Designers are distinguished from engineer positions in EBMUD's Junior/Assistant/Associate Engineer series where incumbents are responsible for performing professional engineering work related to the planning, design, construction, and operation of a large municipal water supply and wastewater treatment utility, recycled water system, and hydroelectric generation system, and which requires an engineering degree for Junior/Assistant Engineer positions and a CA professional engineering license at the Associate Engineer level.

Typical responsibilities of an Engineering Designer I may include:

*Designing proposed pipeline alignments, large services (fire, industrial or domestic), hydrants, and their related facilities using AutoCAD Civil 3D software.

*Preparing pipeline drawings and designs using EBMUD standards, specifications, drawings, practices, and AutoCAD Civil 3D software.

*Providing drafting services to support the design of pipelines, including preparing base drawings, design details, and pipeline plans and profiles.

*Analyzing street and topographic maps, aerial imagery, improvement plans, as-built drawings, system maps, and survey data.

*Developing traffic control plans to support pipeline construction projects.

*Collecting, computing, and compiling data on existing underground utilities and other engineering data.

*Investigating field conditions, preparing field sketches, and recording unusual physical features that may influence pipeline design.

*Identifying survey and right-of-way needs for pipeline design projects.

*Requesting test holes, borings, and other investigations to verify locations of existing utilities and understand underground conditions.

*Preparing material lists and estimates of quantity, size, and description of pipelines, fittings, and appurtenances such as blowoffs, valves, hydrants, and meters.

*Contacting and conferring with representatives of other agencies, utilities, and developers to secure information regarding existing and proposed underground facilities which could affect the design of EBMUD pipeline installations, as well as providing information about EBMUD facilities to others.

*Conferring with project engineers, project managers, survey technicians, construction supervisors and inspectors.

The salary range is $8,987 per month increasing to $9,436, $9,908, $10,403, and $10,923 after 6, 18, 30 and 42 months, respectively.

Requirements

1.Completion of the twelfth grade or its equivalent; AND

2.Experience in designing, drafting, mapping, and/or field recording of pipeline installations; OR one year as a crew worker installing or maintaining underground pipelines; OR experience as a member of a survey crew operating surveying instruments.

3.A valid California driver's license and satisfactory driving record are required.

4.Must possess physical characteristics to perform the critical and important duties of the job, including sufficient agility to climb hills and traverse rough terrain. Must be able to work outdoors in a variety of weather conditions. Must be willing to work overtime as needed.

Experience with civil design software packages, such as AutoCAD Civil 3D, is highly desirable. Experience with MicroStation is also desirable.

The Selection Process

1.Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m. Friday, February 28, 2025. Only application materials submitted online during the filing period will be accepted.

2.Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3.All qualified applications and supplemental responses will be competitively evaluated, and applicants who meet the desirable qualifications for the position will be invited to a panel interview tentatively scheduled for March 2025. The panel interview will include a technical written test that covers technical subject areas such as utility design drawings, surveying, map reading, and AutoCAD, as well as a hands-on performance test to evaluate knowledge and experience using AutoCAD.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancies, as well as others occurring over the next 12 to 24 months.

5.The probation period for this position is 12 months. For those holding civil service status, the probation period is 6 months.

6.All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.

NOTE: If you participated in the recent Engineering Designer I (Pipeline Infrastructure Division) selection process in December of 2024, you will not be able to participate in this process and your score(s) from that process will be used as required by civil service rules that prohibit candidates from repeating the same test parts within six months.

Your responses should demonstrate your ability to write concise and well-organized documents using correct grammar, spelling, and punctuation. The questions cover a range of work responsibilities. Although you may use the same experience as the basis for answering more than one question, describing a variety of experience will provide the panel with a better understanding of the breadth and depth of your experience.
