SUMMARY

Program Specialist II is responsible for program planning, monitoring and coordination of activities related to compliance with the Administrative Entity Operating Agreement with direct oversight of review and analysis of plan authorization and service utilization to support the capacity management decision and direct supervision of Program Specialist I.


ESSENTIAL DUTIES AND RESPONSIBILITIES

* Providing technical assistance to DD program providers to improve compliance with quality standards and overall quality of service.
* Oversight of ISP approval process to ensure accurate level of waivers services are authorized to meet documented assessed need.
* Monitoring utilization of authorized waiver services and report on trends that will impact waiver budget.
* Work with contracted waiver providers to encourage frequent and timely billing and to track billing issues or delays that would affect claims processing and accurate utilization reporting.
* Coordinate with Deputy Administrator and the Health and Human Services Fiscal Office to monitor allocated waiver budget.
* Evaluate service utilization and authorizations and the potential impact on waiver budget and enrollment capacity.
* Responsible to ensure that County policies/procedures related to the plan approval and utilization review are current and make recommendations for changes or need for new policies.
* Responsible for assuring that issues/concerns related to Health and Safety are addressed with provider agencies and other stakeholders; include oversight of Corrective Action Plans and follow up to ensure that corrective actions are implemented.
* Participate in activities that support Risk Management within Health and Human Services, including participating in PCHC activities and organizing and facilitating the Office's Quality and Incident Management review committees.
* Education and Training that includes Community Outreach to inform the stakeholders of system requirements and provide education to individuals/families/caregivers on resources available to meet their needs.
* Provides supervision of Program Specialist 1 (s) and evaluation of work performance
* Support an environment that encourages teamwork and maintains morale.


QUALIFICATION REQUIREMENTS

MUST MEET ONE OF THE FOLLOWING CRITERIA:
* Bachelor's Degree which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice or other comparable social sciences and;
* One year as a DD Program Specialist 1 or;
* Three years of professional level experience in the field of Developmental Disabilities; or any equivalent combination of experience and training.
* Experience in budget management.

Technical
* Proficient knowledge of the DD system.
* Proficient knowledge of and ability to apply all Regulations and DD Bulletins and Announcements to the program area.
* Thorough understanding of the waiver supplemental grant guidelines as it relates to the DD Bulletins and Announcements
* Knowledge of applicable law and the legal requirements of interfacing departments that impact on individuals in the DD system.
* Basic medical knowledge.
* Familiarity of the principles of Self Determination and Everyday Lives.
