Chief Information Officer
Salary Range: $291,135 - $480,372 The expected pay range is based on many factors, such as experience, education, and the market. The range is subject to change. Scope and Responsibilities The Chief Information Officer (CIO) is a strategic, hands-on leader responsible for driving technological innovation and operational excellence to advance the organization's mission of delivering high-quality healthcare to underserved populations. This executive role oversees IT strategy, data security, application development, and operational efficiency, aligning technology initiatives with the organization's broader goals and regulatory frameworks. Essential Duties & Responsibilities
Key Responsibilities: 1. Strategic IT Vision and Roadmap:
- Develop and execute a 3-year IT roadmap, incorporating emerging technologies like AI while ensuring cost-efficient operations and regulatory compliance.
- Align IT strategies with organizational goals, focusing on enhancing member engagement, operational efficiency, and healthcare outcomes.
- Collaborate with business units to anticipate needs and proactively propose IT solutions.
2. Data Management and Reporting:
- Oversee the collection, storage, and retrieval of data for regulatory reporting, audits, and CMS universes.
- Ensure data integrity and accuracy to support decision-making and compliance efforts.
- Lead the development of dashboards and tools for real-time utilization, behavioral health, and care management reporting.
3. Cybersecurity and Compliance:
- Ensure robust data security policies to protect sensitive information, adhering to HIPAA and other regulatory requirements.
- Maintain a secure IT infrastructure and manage vendor security for data in transit.
- Proactively address emerging cybersecurity threats while ensuring compliance with regulatory changes.
4. Application Development and Integration:
- Drive the development and integration of applications, including provider portals and utilization management systems.
- Enhance member and provider engagement through technology, including SSO and integrated platforms.
- Streamline system usability by consolidating access points across multiple tools.
5. Operational Excellence:
- Optimize IT operations, including infrastructure management, custom reporting, and contract oversight.
- Support strategic initiatives such as closed-loop Medicaid referrals, HEDIS performance improvements, and member engagement platforms.
- Ensure seamless data exchange between partners, state, and federal entities.
6. Leadership and Team Development:
- Lead and develop the IT team, fostering a culture of innovation, collaboration, and accountability.
- Inspire and mentor staff, connecting their work to the mission of serving underserved populations.
- Serve as a collegial and proactive partner to other executives, ensuring alignment of IT initiatives with business needs.
7. Collaboration and Communication:
- Act as a bridge between technology and business units, translating complex IT concepts into actionable insights.
- Work closely with compliance and operations teams to integrate technology within regulatory frameworks.
- Maintain transparency and build trust with stakeholders by taking ownership of challenges and delivering results.

- Proven experience as a CIO or senior IT leader, preferably within health plans (Medicare/Medicaid) or healthcare organizations and claim systems. Background in Medi-Cal, a plus.
- Expertise in regulatory compliance, data management, and reporting requirements (e.g., HIPAA, CMS).
- Knowledge of emerging healthcare technologies, including AI and automation.
- Experience with application development, database management, vendor management, integrations, and IT infrastructure. Familiarity with technologies such as QNXT, Tableau, or other data reporting tools, a plus.
- History of establishing strategic IT roadmap and setting priorities.
- Ability to balance strategic vision with tactical execution in a dynamic, mission-driven environment, a hands-on leader.
- Team leadership including attracting, developing, and training IT staff.
- Excellent communication and collaboration skills.
- Successful completion of Health Care Sanctions background check will be required.
- Experience managing IT operations in a resource-constrained, public-sector environment or working in a union environment is a plus.
Education Level
- Bachelor's Degree in Business Administration, Computer Science, Public Health or related field, or equivalent training/experience.
