Summary: As part of the ASPCA's 2030 goal to end euthanasia of cats, dogs and equines except when it is the most humane and responsible option, the ASPCA's Relocation and Placement (R&P) department is tasked with saving as many lives as possible through relocation. In order to support this important work, we are seeking a manager to support our administration and planning efforts. An organized, efficient, and detail-oriented individual will thrive in this fast-paced and constantly changing environment. Very strong people skills and a passion for animal welfare are vital to the success of the selected candidate. This remote-based position (which requires travel, as described below) is open to all candidates based within the United States. While remote, this person must be available to work with staff across all time zones, with a majority of the work taking place in the Eastern and Central Time Zones. The work schedule includes frequent early mornings in the Eastern Time Zone, late evenings, rotating weekends, and occasional holidays. Establish strong relationships and communications with 35+ staff and contingent drivers, collaborating with the Senior Managers to strategically staff transports. Assess qualifications and skills of drivers and appropriately delegate assignments. Build and execute effective internal and external communications for the department. Evaluate, research and prepare all aspects of the hiring process for contingent workers. Offer expertise as a hiring panelist and ensure completion of relevant evaluations for each candidate by all participants. Develop and manage onboarding plans for contingent workforce, oversee initial onboarding, regularly review and refresh onboarding processes and materials by evaluating existing and new organization-wide and external resources. Develop ongoing training materials based on analysis of driver performance and driver knowledge retention. Effectively manage the processing of contingent driver timesheets ensuring accuracy by comparing to itineraries and travel documentation and provide timely submission of weekly payroll. Manage timely review and submission of incident reports with Supervisor, People and Legal teams. Create digital content and materials that support meetings, workplace and social media posts, presentations, hiring, and other internal and external communications. Support all staff training initiatives, including managing all training logistics and ensure compliance. Collaborate with the Senior Manager - Performance and Engagement, to support the introduction and utilization of Learning Management Systems (LMS) across the department. Engage the team through recognition, celebrations, and communication to ensure continuity, equity, and inclusiveness across the team; manage the calendar of special dates and develop additional strategies for engagement. Plan and execute logistics for multi-day trainings and department meetings (30+ people, both virtual and in-person); manage event budget and procurement of event space and technology, food and beverage, travel accommodations, team activities, etc.; successfully negotiate, prepare, review with Legal, and receive signatures for event contracts.
Planning & Safety (20%)
Serve as safety officer for Animal Relocation fleet and waystations; responsible for ensuring knowledge of latest process and program compliance by regularly liaising with Director of Safety and Security. Develop a deep understanding of OSHA and safety requirements; update and electronically distribute all OSHA documents (SDS sheets) and Safety materials. Work with drivers and IT department to troubleshoot problems and research solutions for technology utilized by the Relocation team. Support Relocation Team leadership in the planning and coordination of program assets and people to provide well prepared, expedient, and rapid response during disasters, cruelty case response or other cross-department activities. Maintain strict confidentiality while assisting the Animal Relocation Leadership Team with confidential planning and logistics for deployment and case support. Manage, in partnership with the NFR Resource Unit for all case and disaster deployments, travel specific to cross-department activities and deployment including flights, hotels, ground transportation, and other travel logistics for the R & P team. Track expenses and elevate budget considerations for the R&P team, in partnership with the NFR Resource Unit, for disasters and cross-department activities. In partnership with the NFR Resource Unit, update the R & P team with deployment information, track data, and serve as liaison for continuity of communications between departments. Provide remote support to other teams and R & P, as needed, for deployments; remote roles may include but are not limited to, logistics, resources, stat tracking, and finance. Collaborate and communicate with the Animal Relocation Manager - Operations, to ensure continuity between regular program expenses and budgeting and disaster or cross program expenses and budgeting. Coordinate, facilitate, audit, and present the results of each after-action survey and work with the Animal Relocation Team to ensure after-action plans are discussed, analyzed, and implemented for future meetings. Participate in strategic planning process and cross departmental projects as assigned.
Transport and Flight Operations (20%)
Responsibly and independently problem-solve and direct changes to transport as part of an "on call" rotation to provide real-time support to drivers and partners. This includes developing an extensive understanding of the program that allows for timely, independent decision making to support drivers and partners, as needs arise. Secondary manager for the Manager, Animal Relocation - Kansas City Waystation. When needed, provide secondary or back-up support for key functions in Operations, and occasionally serve as a back-up Animal Relocation Driver, including moving vehicles and performing transport. Responsible for appropriate distribution of program assets to accomplish safe and efficient air and ground transports, including procuring, coordinating, maintaining and tracking vehicle, waystation, and transport supplies. Develop, organize, and maintain assigned Standard Operating Procedures (SOPs).n collaboration with leadership, create a comprehensive standard operating procedure (SOP) for managing the inventory and movement of up to 1,500 flight crates, to include ordering supplies, creating waybills, coordinating couriers, and overseeing crate inventory. Maintain records for vehicle maintenance, expenses, registration, toll passes and other required registrations, and create reports for Senior Manager - Operations. Complete the monthly vehicle expense report process by tracking and locating missing receipts, as needed. Prepare, distribute, and review Post Transport Reports (PTRs), identify, and elevate medical or behavioral health concerns to the appropriate manager or veterinarian for action or follow-up. Track PTR compliance, work with SMS, and provide data to assist in managing health of all animals within the program.
Administration (15%)
Create, update, and maintain department data including: contact information for vendors and shelter partners staff and contingent workforce; licenses; communication documents, and administrative spreadsheets/databases. Coordinate meetings and prepare, organize, and maintain detailed written summaries, including creation of agendas and meeting materials, facilitating use of technology, and identifying action items and next steps to ensure appropriate follow-up. Organize and maintain Box folders and documents ensuring that materials for the department are current, organized and easily accessible. Create, receive, process and file invoices, ensuring timely payment and correct categorization of expenses. Research, prepare and maintain materials to be utilized for reports, presentations, communication with the team, partners and stakeholders, and other assigned projects. Develop specialized expertise including the ability to pull reports and develop materials in software to include: Canva, Airtable, Workday, DocuSign, CloudHawk, Sales Force, Learning Management System, TeamUp, Doobert and other software programs.

Travel and Availability:
Ability and willingness to travel up to 20% of the time as needed, including some weekends, both pre-scheduled and with short notice. Must be able to work flexible hours, and when needed, long days, rotating weekends, and occasional holidays due to the unpredictable nature of relocation work.

When transporting animals, would need to kneel, navigate a narrow aisleway, pull crates out of the vehicle, etc. Must be able to lift, carry and move up to 50 lbs. with assistance. Proficiency with animal handling. Must provide a valid driver's license upon hire and pass a motor vehicle history check demonstrating a safe driving history. As part of the driving requirements of this role, prefer ability to pass a Department of Transportation Medical Exam. Work may be performed in an environment with regular exposure to high noise levels, chemical cleaning agents, animal dander and wet floors. Work may involve exposure to the elements which includes but is not limited to: working in extreme temperatures (hot and cold) for long periods of time, exposure to potentially fractious animals (including the risk of animal bites and scratches) and exposure to zoonotic diseases (which can be transferred from animals to people).

Compensation and Benefits: The applicable target hiring range for this remote role is based on where the employee works, which for remote roles is the employee's primary location of residence, and its respective cost of labor. We have organized the U.S. varying costs of labor index into three geographic zones. As a point of reference, below, we have included our ASPCA locations by geographic zone to illustrate what the hiring range would be in each of the following areas. Starting pay for the successful applicant will depend on a variety of factors, including but not limited to education, training, experience, location, business needs, internal equity, market demands or budgeted amount for the role. The target hiring range is for new hire offers only, and staff compensation may increase beyond the maximum hiring range based on performance over time. The maximum of the hiring range is reserved for candidates with the highest qualifications and relevant experience. The expected hiring salary ranges for this role are set forth below and may be modified in the future.
