General Summary: Under general supervision, the HR Business Partner (HRBP) partners with leaders and employees across various divisions to develop and implement HR initiatives that align with business objectives. The HRBP strategically partners and collaborates with one or more of CCRC's divisions to proactively translate the division's strategies into People and Culture solutions aligned to strategic goals and objectives. The HRBP collaborates with management to address operational challenges, employee life cycle and performance management issues, and employee relations. See Job Flyer for full description: Human Resources Business Partner Essential Duties And Responsibilities Within a team environment, this position will perform the following responsibilities: Strategic Partnership (40%):
- Acts as a strategic partner to division leaders, providing subject matter expertise on HR and people-related matters. Leverages insights into the division's operations, challenges and goals to influence and gain buy-in.
- Ensures ongoing, effective communication with their assigned divisions. Easily accessible to division leaders and employees for HR related inquiries, concerns or requests. Proactively communicates thorough appropriate channels to ensure clear and timely delivery of internal customer service.
- Acts as the primary point of contact for People Experience related matters within the assigned division (s), addressing questions and proactively connecting employees/supervisors with the appropriate individuals in People & Culture or other divisions to best meet their needs. Responds promptly to staff requests and service needs.
Talent and Performance Management (25%):
- Offers guidance, coaching and support to management and staff on performance management, helping to identify and address performance gaps, clarify expectations, resolves conflicts, and collaborate with supervisors to develop employee performance interventions.
- Supports and oversees the performance review process, ensuring accountability for timely completion of reviews.
Employee Relations (15%):
- Promptly responds to employee relations issues such as employee complaints, harassment allegations, and civil rights complaints.
- Advises management on resolving employee relations issues effectively. Supports and coaches supervisors through challenging situations to ensure positive outcomes and foster a productive work environment.
- Reviews corrective actions to ensure policies are administered consistently and equitably, and performance is being addressed effectively.
Internal P&C Partnership (10%):
- Supports Recruitment as needed in drafting, vetting, and approving new and revised job descriptions.
- Engages Recruitment, People Operations, Payroll, and or Benefits teams to address employee needs.
- Works with Learning & Development on identifying training needs and collaborates on various initiatives.
Compliance (10%):
- Interprets and applies CCRC policies and procedures including those in the Employee Handbook consistently and equitably throughout the Agency.
- Ensure the effective implementation of new or revised HR policies and procedures.
Non-Essential Duties And Responsibilities These duties include tasks that are required and comprise less than 5% of daily functions for this job:
- Develops project plans; coordinates projects; communicates changes and progress; completes projects on time and budget.

Job Specifications Minimum Required
- Education/Experience: BA/BS in Human Resources, Business Administration, or related field from four-year College or University or any combination of education and experience which would support successful performance of this role.
- Experience:
- 3 years as Human Resources Business Partner experience delivering positive solutions and strategic partnerships to enhance the employee experience including investigations and employee relations.
or
- 5 years of Human Resources Generalist experience with strong knowledge of HR principles, practices and legal compliance.
- 2 years' experience providing supervisors with expert guidance for talent and performance management, and employee relations issues including investigations and employee relations, that enhances the employee experience and reduces risk.

- Technical Requirements:
- Must have advanced knowledge of general office procedures and demonstrate excellent organizational and computer skills specifically in Microsoft Word, Excel, and Outlook e-mail.

- Demonstrated proficiency in Data Literacy and Storytelling, including ability to interpret and analyze HR metrics and reports.
- Strong knowledge of HR principles, practices, and legal compliance.

- Travel: This position requires travel. Travel to CCRC's regional offices, locations, or centers (including but not limited to San Fernando Valley, Antelope Valley, Victorville, and San Bernardino) will be required on a monthly and/or as needed basis to support the assigned division's leadership and employees. Staff may choose any mode of transportation (driving, walking, bicycling, carpooling, etc.) to arrive to and depart from the location where attendance is required. Should a staff member choose to drive, the staff member must become an approved driver with CCRC prior to driving on behalf of CCRC. Approved drivers driving on behalf of CCRC may choose to drive a CCRC vehicle or own vehicle and must meet requirements to be an approved driver including holding and maintaining current auto insurance, current California Driver's License and receiving DMV clearance.

- Background check required. As a grant-funded Agency supporting Children and Family Services, CCRC conducts background checks commensurate with the role to verify candidate qualifications (criminal history, employment history / experience, education, reference checks) and ensure grant compliance. Specific roles may have additional verification / clearance to the standard background check as part of the recruitment and selection process, including:
- Live Scan Clearance / DOJ Fingerprinting: For positions working directly with the public in a child/ community care or child / community care adjacent setting (CA Health and Safety Code Section 1596.871 and/or Head Start Program Performance Standards 1302.90).
- Health Clearance: For positions working directly with the public in a child/ community care or child / community care adjacent setting or working with "at risk" populations, CA Code of Regulations Title 22, *101216, CA Health and Safety Code 1596.7995, and/or Head Start Program Performance Standards 1302.93)
- MVR / DMV clearance in accordance with CCRC's liability insurance provisions: For positions where driving is required.
- Child Development Permit: For positions working in an educational capacity (California Education Code Sections 44242.5, 44340, and 44341)
- CPR / Pediatric CPR certification: For certain identified positions working directly with the public in a child/ community care or child / community care adjacent setting (CA Health & Safety Code 1596.865 - 1596.866)
- Federal Debarment Checks: For positions acting in a principal capacity to federal funds (Head Start Program Performance Standards 1304.11, Code of Federal Regulations Title 2 Grants and Agreements 2.180.320 and 2.180.995)
Preferred All minimum requirements above met, plus:
