Job Summary

This is a full time position (i.e., minimum 36 hours per week). The incumbent performs duties and supervises staff, as described below, in accordance with HHS and OMS polices and protocols.

Essential Functions and Responsibilities

Clinical Responsibilities (40%)



  • Assists employees to clarify problems and establish an appropriate course of action.
  • Provides crisis intervention and conflict mediation using strategies that minimize the disruption at, and reintroduce harmony to, the worksite.
  • Provides referral to outside agencies for specialized treatment, long-term care, and hospitalization.
  • Provides follow-up counseling to employees including those who have been referred to community resources.
  • Monitors compliance with proposed treatment strategies by community mental health resources for employees participating in formal treatment agreements.
  • Provides consultative services to supervisors, work groups, human resource management specialists, and Equal Employment Opportunity representatives.
  • Consults with OMS clinicians, as appropriate.



Education/Training Responsibilities (30%)



  • Provides supervisor training concerning services provided by the EAP and referral mechanisms.
  • Provides educational and health promotion programs to increase employee awareness of the impact of psychosocial issues on employee performance and conduct.
  • Designs and implements effective outreach programs and marketing strategies to insure employee awareness of EAP services.
  • Serves as liaison between the workplace and referral resources and evaluates individuals and organizations as potential referral resources.
  • Builds and maintains effective working relationships both internally with employees, supervisors, and management and externally with other governmental and provider organizations to enhance the overall efficiency and effectiveness of EAP and its services.
  • Coordinates and serves on a variety of different task forces and committees at NIH to promote and improve NIH Safety and productivity.
  • Provides in-service training for OMS staff.
  • Oversees the orientation provided to new EAP staff, EAP affiliates, and EAP interns.
  • Supervises and coordinates training for EAP staff, EAP affiliates, and EAP interns.



Administrative/Management Responsibilities (30%)




  • Reports to the OMS Program Manager
  • Reviews all sections of the OMS Procedure Manual and revises selected sections of the OMS Procedure Manual annually.
  • Oversees the day-to-day operation of the EAP office assuring that resources are utilized to provide clinical and administrative EAP services consistent with established priorities
  • Leads and manages EAP activities including providing overall direction for job tasks, projects, etc., related to EAP programming that promote and raise awareness of the availability and benefits of the EAP within the organization
  • Provides guidance and clinical supervision to EAP staff, EAP affiliates, and EAP interns.
  • Develops, coordinates, implements, and evaluates the effectiveness of the EAP and its services.
  • Conducts Quality Assurance Reviews.
  • Designs and administers instruments or methods to determine individual and organizational needs relative to EAP programming.
  • Analyzes and generates EAP statistical report on a quarterly basis.
  • Designs and implements new EAP services to meet the individual and organizational needs; monitors utilization services.
  • Manages and coordinates all EAP outreach/marketing activities.
  • Keeps abreast of local, state, and national trends and issues affecting EAP and related programs and serve as the central organizational resource on these issues
  • Works collaboratively with different department personnel to develop access of care, standards & protocols of the EAP services.
  • Manages the content and all the enquiries of the NIH EAP website.
  • Serves as the administrator of the EAP electronic record keeping and reporting system software and works with NIH IT to ensure it meets the NIH security system requirements.
  • Oversees EAP office coverage and staffing.

    • Assumes timesheet approval management responsibilities for all staff members directly linked to the EAP office


  • Analyzes on current and future workforce needs of NIH and provides recommendations to management officials per their requests.
  • Coordinates responses to requests for critical incident services on and off-NIH campus in MD and MT.
  • Handles complaints and concerns of EAP clients. This may include a case that was handled inappropriately, a training session that did not meet the client expectations, an employee who could not easily access the services, finding services in remote locations and so forth.
  • Provides consultation and evaluation on the delivery of services, facilitates program use, assures adherence to program guidelines and attends regular team meetings.
  • Sets standards and conducts performance evaluations for EAP staff and EAP interns.
  • Ensures notes are accurate and complete within 24 hours of visit.
  • Serve as the Eagle Health Subject Matter Expert on all social work and EAP initiatives including but not limited to proposal development and business development initiatives
