As the Project Director on the FED Innovation Program Support Project, this position provides oversight and direction related to all aspects of this project in support of the Family and Economic Stability Demonstration and Innovation Division (FED Innovation). The FED Innovation Division, under the Office of Family Assistance (OFA) includes the Healthy Marriage and Responsible Fatherhood (HMRF) and Tribal TANF Child Welfare Coordination (TTCW) programs. This contract provides targeted support to HMRF and TTCW funded grantees, with an aim of improving grantee performance. The position requires extensive knowledge of the field and targeted training and technical assistance (TTA) experience. Strong leadership, client relations, project management and communication skills are also a must. The position is remote with some travel required. Job Responsibilities/Duties:
- Provides overall direction and oversight of all contract activities and deliverables related to the FED Innovation Program Support Contract ensuring timely deliverables and quality control.
- Collaborate with the Contracting Officer's Representative (COR) to establish and effectively communicate the vision in support of the field.
- Primary point-of-contact managing client, partnerships, and subcontractor relations.
- Provides oversight for all contract deliverables including provision and documentation of individual and group TTA, product development, coordination of experts, as well as programmatic and financial reporting requirements.
- Provide strategic planning for procedures, processes, techniques, models, and/or systems related to individual and/or group-based training and technical assistance.
- Manages team members and subject matter experts, which may include the following:
- Identification and recruitment of staff and experts.
- Oversees personnel performance.
- On boards and guides personnel per OFA needs.
- Meets with the COR to discuss personnel needs, personnel performance, and personnel replacement.
- Manages project budget including projecting and monitoring finances in compliance with internal and contractual requirements.
- Oversight of individualized and group grantee support including efforts to:
- Engage Experts and the Advisory Workgroup to facilitate data-driven and culturally responsive grantee support.
- Brainstorm creative and engaging solutions to better improve grantee performance in response to feedback from staff.
- Facilitate meetings, webinars, and other virtual or in-person grantee support activities.
- Review draft Grantee Support Plans as needed for OFA approval, monitor status of plan implementation, troubleshoot challenges, and determine next steps.
- Review training materials as needed for quality control and cultural responsiveness.
- Develop and implement effective evaluation strategies for continuous quality improvement.
- Provide data-informed support for the development of Grantee Advancement (Group TA) activities in collaboration with Grantee Advancement Lead.
- Supports collaboration internally and externally with grantees, partner organizations and other contractors as needed to meet the needs of the field.
Qualifications:
- Exceptional communication skills both verbally and in writing.
- Ability to manage multiple priorities in a high-paced, client centered environment.
- Experience developing, implementing and managing processes.
- Experience planning and implementing large-scale (300+) conferences and virtual training events.
- Demonstrated ability to facilitate, moderate or present in-person and virtually.
- Availability to travel as needed for conferences, roundtables and in-person site visits.
- Proficiency in using Microsoft Office software: MS-Word, MS-Excel, MS Outlook, MS-PowerPoint; and proficiency in Adobe Acrobat Pro.
- At a minimum a Bachelor's degree Masters preferred.
- Ten (10) years of experience providing support to government agencies.
- Five (5) years of experience in oversight of contractor activities supporting government agencies that serve low-resource, culturally diverse populations.
- Five (5) years of experience working with HMRF, TTCW, or OFA funded programs.
