Kuiper Parking/Commute Program Manager

The Commute Program Manager will collaborate closely with the Regional Program Manager and key stakeholders to oversee a comprehensive suite of transportation programs across facilities located in Kirkland and Redmond, WA. This role will lead and coordinate shuttle operations, parking management, and transportation demand management (TDM) initiatives.

A key aspect of this role is developing and executing transportation solutions that are efficient, sustainable, and focused on employee needs, while supporting the client's environmental goals while fostering continuous improvement. The Commute Program Manager will be instrumental in creating a forward-thinking transportation framework that complements the innovative mission and caters to the varied requirements of the client.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Shuttle Program Management:
Work with AMER Shuttle PM to assess and optimize the existing shuttle network
Interface with shuttle service and app providers on Kuiper specific services
Perform continual service quality monitoring and build a best-in-class employee experience
Optimize route and stop planning to best serve the employee population

Parking Program Management:
Develop and execute policies for allocating monthly and daily parking at worksites
Oversee parking garage/lot operations and leases, ensuring adequate capacity across locations
Implement and manage parking technology solutions
Develop strategies to increase efficiency of parking garages/lots

Transportation Demand Management (TDM):
Develop and manage TDM programs including rideshare, transit partnerships, ride-hail services, biking and walking initiatives
Manage relationships with Transportation Management Associations (TMAs) and transit agencies

Data Analysis and Reporting:
Coordinate data analysis and reporting for all program elements, including ridership, route performance, environmental impact, and financials
Use data to project utilization scenarios and develop forward-looking strategies

Vendor and Contract Management:
Manage relationships with third-party vendors, including contract negotiations and service quality reviews
Partner with Procurement and Legal departments on sourcing and contracting

Technology and Innovation:
Lead the review and implementation of advanced technology solutions for shuttle, parking, and TDM programs
Research and recommend industry-leading software and hardware solutions

Financial Management:
Requires general knowledge of financial terms and principles.
Ensure site-level budgets are met across all program areas.
Find, achieve, track, and report cost savings on a continual basis.
Ability to forecast budget based on demand and costs as well as maintain annual budget through review of monthly invoices for accuracy.
Customer Service and Stakeholder Management:
Respond to customer inquiries and high-visibility escalations in a timely, coherent manner.
Build consensus across diverse stakeholders and drive complex, cross-functional programs forward

EDUCATION AND EXPERIENCE:
Enthusiasm for / interest in sustainable transportation
BA/BS in sustainability, communications, business, hospitality, or related field
5+ years of experience working in transportation demand management, parking, communications, customer service or related field where relevant skills can be demonstrated
Program management and program development experience
Intellectual curiosity and a desire for continuous improvement
Strong quantitative and data analysis skills; intermediate knowledge of database management

Strong public speaking skills and the ability to lead short but effective meetings

FINANCIAL KNOWLEDGE:
Requires general knowledge of financial terms and principles.
Ability to calculate intermediate figures such as percentages, discounts, and commissions.
Ability to forecast budget based on demand and costs as well as maintain annual budget through review of monthly invoices for accuracy.
REASONING ABILITY:
Ability to comprehend, analyze, and interpret complex documents.
Ability to solve problems involving several options in situations. Requires advanced analytical and quantitative skills.

OTHER SKILLS and/or ABILITIES:
Basic skills with Microsoft Office suite including Outlook, Word and Excel.
SmartSheet, Tableau and SharePoint experience preferred.
