Responsibilities

QA Analyst is accountable to the Program Manager and is responsible for customer satisfaction in supporting mission execution across the Enterprise. Duties include, but are not limited to, tracking and measuring the successful delivery of capabilities and services to the enterprise within all required performance metrics across the program and, provide direct input to the PM in support of monthly deliverables, status and program reviews

What you'll do:

    Provide support in business planning
  • Implement new, strategic initiatives to improve engineering processes and business processes
  • Serve as the lead for ensuring the quality of work performed meets customer needs, expectations, and objectives
  • Serve as the primary POC in the Contractor PMO for an understanding of customer and stakeholder current and upcoming needs across the program and task areas,
  • Define the prioritization and sequencing of quality management initiatives & lead the execution of those activities
  • Own and lead discussions from both business and technical perspectives
  • Lead the contractor's internal Governance processes to identify and mitigate risks, ensuring that performance SLAs and AQL quality measurements are achieved 100% of the time in the delivery of engineering, architectural, and technical changes released into the production enclaves
  • Collaborate with Government service owner leads and stakeholders in project planning to establish quality metrics and review milestones, in addition to budget and schedule metrics
  • Oversee testing in the 'digital twin' environment for compliance with established quality metrics
  • Lead a Continual Process Improvement program, for the continual evaluation of existing engineering and business processes and delivery outcomes compared to expected results; identifies and facilitates the implementation of all process improvements
  • Understanding and tracking the CPAR rating process
  • Building/ updating program metrics
  • Briefing/presenting program metrics
  • Excellent written and communication skills

Supports program and project managers and respective teams to implement organizational processes and best practices. Performs process and product evaluations (audits) to ensure compliance with DMI and project established policies, processes, procedures, and applicable standards (ISO, CMMI-DEV, CMMI-SVC, ITIL, PMBoK). Must have experience and been directly involved in implementing the following frameworks: ISO 20000 and 27001, ISO 9001:2008, CMMI-DEV/CMMI-SVC Level 3, and ITIL. Evaluates software development and service performance and deliverables against process documentation, project schedule, and quality standards. Performs a variety of technical and administrative activities related to the function of QA (auditing), including, but not limited to, scheduling, checklist development, report writing, facilitating root cause/lessons learned analysis, and internal/external presentations. Analyzes, compiles, and reports on findings of non-compliance and provides recommendations for improvement. Tracks and escalates unresolved non-compliance issues and corrective and preventative action plans to closure. Collects metrics, analyzes, and reports various measures to project manager/team and Corporate QA. Maintain the process assets library for the company, including all process definitions, templates, and document samples. Provides training for DMI employees for CMMI, ISO, and ITIL frameworks as well as project management best practices. Interfaces with external and internal customers to ensure project quality work products have been provided. Supports Corporate QA initiatives as appropriate (i.e., CMMI Level 3 assessment, ISO re-certifications, etc.); may participate as a SCAMPI Team Member during SCAMPI B/A maturity level assessments, and ISO Internal Auditor. Should have hands-on experience as a project team member or real-life understanding of software development, support desk, and/or maintenance and operation type projects (i.e., requirements analysis, testing, software development, help desk staff, etc.)



Qualifications

  • Requires 8 years with BS/BA or 6 years with MS/MA. 4 additional years of work experience in lieu of degree
  • Requires ITILv4 Foundation Certification
  • Requires a TS/SCI
  • Minimum 5 years of baseline QA/MA experience across a large-scale enterprise Information Technology (IT) program.

Desired:

  • Demonstrated experience in identification, baselining, maintaining, and controlling changes to IT enterprise assets desired
  • One or more Industry certifications in Quality Management (e.g., American Society for Quality (ASQ), Lean Six Sigma (LSS)
  • Requires ITILv4 Foundation Certification
  • Agile certification (e.g., SAFe, Kanban, Scrum, etc.)
  • Expert knowledge and experience with statistical methods and tools (e.g., Minitab)
  • ITSM tools (e.g., ServiceNow, Remedy)

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
