Summary:
The Outreach Laboratory General Manager reports to the Director Pathology Administration and in collaboration with the Laboratory Management Team and Director of Outreach Business Development develops organizes markets directs and evaluates Outreach Laboratory Services including sales and service.

Responsibilities:
Provides leadership for the overall effective and efficient operation of the Outreach Program which includes marketing customer service courier services phlebotomy specimen processing reporting supply distribution billing sales and service.

Develops and recommends short and long term business goals to support Brown University Health*s overall strategic direction and objectives. Demonstrates flexibility and innovation to facilitate the changes required to improve operations or to enhance revenue effectiveness productivity responsiveness and other quality factors. Identifies potential lines of expanded business in the marketplace.

Develops implements and evaluates programs and services to consistently meet or exceed customer needs through continuous quality improvement practices.

Assesses manpower needs and oversees operational and capital budgets for all areas of responsibility. Plans develops and implements policies procedures and programs that maximize the Outreach Labs* revenues.

Identifies evaluates and recommends equipment acquisition based on advances in technology and scope of services.

Ensures the effective recruitment selection development management and evaluation of managerial professional sales and support staff to optimize achievement of goals and objectives. Demonstrates knowledge of employee relations policies and procedures and implements policies in a fair equitable and consistent manner. Establishes and communicates clear performance expectations.

Ensures that established departmental policies and procedures are utilized and enforced in the laboratory section. Formulates recommends implements and administers changes in polices and procedures for subordinate laboratory section(s). Develops policy and procedure manuals for assigned sections.

Develops effectiveness in marketing and growth of lab servives to key physicians group practices clinics and hospitals. Meets with existing and new clients identifies issues/concerns analyzes data and recommends appropriate actions and soloutions.

Creates a shared vision by developing and continuously communicating the department*s goals in alignment with Brown University Health*s mission. Develops and maintains constructive relationships within the department as well as with Brown University Health*s Administration Management and Staff.

May serve on inter- and intra-departmental committees representing services provided by the Department of Pathology.

Ensures that all areas within the Outreach laboratory section are in compliance with relevant accrediting regulatory and safety organizations i.e. the College of American Pathologists (CAP) The Joint Commission (TJC) and the Department of Health. Ensures a continuous quality improvement program is established for the Outreach Program.

Demonstrates the ability to utilize computer technology for data generation retrieval and analysis. Ensures the security and confidential treatment of sensitive and private patient employee and hospital information.

Performs other related functions as directed or required.

Other information:
BASIC KNOWLEDGE:

Bachelor*s degree in Business Administration Health Administration or related field Master*s degree preferred

Demonstrated ability to effectively problem-solve customer services and related systems issues analytical ability excellent organizational and computer skills.

A high level of written and oral communication skills with effective leadership/management skills as well as a commitment to continuous quality improvement required.

EXPERIENCE:

Ten years* experience in lab outreach service delivery and management required.

Must have laboratory billing experience cost monitoring productivity monitoring client survey tabulation and activity trending.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

While most duties are performed in an office environment incumbent is exposed to patient-care environment.

Any risk of exposure to contagious or noxious elements is minimized by adherence to safety procedures and protocols.

Must have the ability to travel to offsite locations.

SUPERVISORY RESPONSIBILITY:

Direct supervision of 5 FTEs; total number of FTEs in areas of responsibility exceed 100.
