If so, an
exciting new opportunity for a Program Manager (PM) is available within
the UNM College of Pharmacy for qualified applicants to participate in the
newly funded, multi-year, UNM Department of Defense project. This project,
funded through the Medical CBRN Defense Consortium (MCDC), was formed for
advanced development efforts to support the Department of Defense's (DoD)
medical, pharmaceutical, and diagnostic requirements related to enhancing
military personnel's mission effectiveness.

Located in
the historically rich and culturally diverse Southwest, the UNM College of
Pharmacy is part of the Health Sciences campus and works collaboratively with
the School of Medicine, College of Nursing, College of Population Health, UNM Hospitals, and UNM Cancer
Research and Treatment Center in the state's largest health complex.

In addition
to a stimulating academic health science environment, the College is located in
Albuquerque, in the Sandia Mountain valley. With more than 310 days of sunshine
a year, Albuquerque has year-round recreational opportunities and more than
28,000 acres of open space.

Duties and
Responsibilities of the PM include
:

Twice a month:

  • Set up meetings/teleconferences between the DoD officials and the Project Agreement Holder (PAH- College of Pharmacy and School of Medicine, UNM; Lawrence Livermore National Labs; University of Nevada, Reno). All the supporting documentation (agenda, current state of deliverables, research data tables) should be provided to meeting invitees at least 3 business days before the scheduled meeting.
  • Develop meeting/teleconference minutes within five business days of all meetings.

Once a month:

  • Develop a progress report that addresses any concerns the PAH might have that would impact performance, schedule, or cost planned for the project. The PAH shall report these concerns in a risk matrix format and include risk mitigation strategies.
  • Report to the PI (Dr. Pavan Muttil), the Department Administrator, and the Accountant 3 the current state of milestone deliverables and due dates, and note any expense projections in relation to the current budget to date.
  • Provide updates to the PI related to the progress of project spending. If spending is slow, provide a report on why and an action plan to get back on target.
  • Draft a DoD Progress Report for PI review; submission shall be fifteen calendar days after each performance month's end. The Government will have five business days to respond to the report with any comments, and the PM in conjunction with the PI will then have an additional five calendar days to respond to those comments and revise the deliverable.

Once a year (annual report):

  • Complete an Annual Report that shall be submitted no later than fifteen calendar days after each anniversary of the Project Award during the PoP. The Government will have five business days to respond to the report with any comments, and the PM in conjunction with the PI will have an additional five calendar days to revise the deliverable or respond to those comments.
  • Conduct Expenditure Forecast Reporting- The report shall be forecasted by month and include the monthly planned accrual and the cumulative total.
  • Work Breakdown Structure (WBS) provides a four-level WBS with costs and schedule (top level is program, Level 2 is phase, Level 3 is major tasks, and Level 4 is subordinate tasks). The PAH shall show the breakdown for labor, material, and other indirect costs for the lowest task level.
  • Design, implement and maintain the Integrated Master Schedule (IMS) which will include and correlate to all activities described in the SOW and WBS. The IMS shall include details sufficient to provide both the PAH and the Government with the ability to track project progress effectively.

A final Report:

  • The PAH shall provide a Final Report at the end of the project, regardless of whether any or all of the phases are completed. This report replaces the last Annual Report. The PM will work with the team to develop the Final Report.

In addition,
the Program Manager will help the P.I. coordinate and schedule internal
meetings between the research teams, compiling monthly reports from the team
(sub awardees) on deliverables and their budget expenditures.

The Program
Manager must have the ability to coordinate and communicate with multiple
organizations in a professional manner as well as monitor the contractual and
financial requirements of the agreements and ensure communication of
events/activities is appropriately shared with all participants. The position
will require the ability to multi-task and adapt to a constantly changing
environment. The Program Manager will be responsible for the day-to-day
administration of the program functions and will be required to make
appropriate decisions and provide direction in the PI's absence.

This position
requires experience managing, and monitoring grants and agreements. Excellent communication
skills and the ability to work well with internal and external customers/team
members is required. The selected candidate will assist the PI in
developing the plan to meet the schedule of a multi-deliverable DoD contract.
The Program Manager will also play a significant role in managing and
monitoring the progress of the study, overseeing data quality procedures, and
data management. Data collection/analysis procedures will be developed/revised
to ensure integrity of study data is maintained.

Conditions of Employment

Minimum Qualifications

High school diploma or GED; at least 6 years of experience 2 of which are management level experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.



Preferred Qualifications
  • Completed Bachelor's Degree or higher
  • Project Management Expertise: Managing projects from inception to completion, working with multiple agencies, including federal entities such as NIH, EPA, and CDC. Familiarity with project management principles and mechanisms, including awards, contracts, grants, and cooperative agreements, ensure that projects meet schedules and deliverables. Familiarity with multiple mechanisms of awards, contracts, grants, cooperative agreements, MOUs, sub-awards, purchase orders, and sole source agreements in terms of both development, administration and reporting to federal, state and non-governmental organizations.
  • Scientific Writing and Communication Skills: Strong background in scientific writing and preparation of federally funded progress reports, ensuring clarity and compliance with funding requirements. Experience preparing and presenting training materials and interfacing with stakeholders.
  • Financial and Administrative Experience: Familiarity with UNM accounting and administrative systems; Monitoring and reporting financial activities effectively, including projections and tracking of procurement and award activities. Preparing project expense projections and ensuring appropriate documentation of financial transactions. Experience establishing operational procedures and maintaining appropriate program records.
  • Research and Data Management: Experience in multidisciplinary clinical and translational research with an understanding of operational procedures and QA/QC protocols. Managing data collection and ensuring that documentation maintained. Experience with preparation of human subjects' research and protocols.
  • Collaboration and Leadership: Organizing and scheduling multi-organizational meetings, demonstrated ability to work collaboratively with a wide range of diverse community and stakeholders. Management and supervisory experience leading teams and ensuring the successful implementation of planned activities.
  • Experience with computer applications and software packages for word processing, data management, and presentation preparation.
  • Willingness to travel out-of-state to consortium meetings as necessary.
