Vice President, Healthcare Safety Services

PRIMARY FUNCTION:

Plans, organizes and directs the functions and activities of the Department of Healthcare Safety Services for Jefferson Health Oversees security operations and ensures enforcement of all regulations and policies and procedures essential to a safe and secure campus and hospital environment. Works collaboratively with Public Safety and hospital operational leadership to direct the daily security operations.

ESSENTIAL FUNCTIONS:

  • Provides overall direction, oversight and expertise for security operations at Jefferson Health.
  • Works collaboratively with Public Safety to complete internal investigations related to any criminal activity or other activity that can be considered a vulnerability to the hospital mission.
  • Provides overall direction and leadership to hospital operations regarding regulatory compliance and policies and procedures related to Healthcare Safety Services
  • Ensures Healthcare Safety Services staff receive appropriate training on the use of force management of aggressive behavior and other required training.
  • Manages a staff of employees and departmental budgets and controls the expenditure of funds for related cost centers.
    Interacts with co-workers, visitors, and other staff consistent with the core values of the University

OTHER FUNCTIONS AND COMPETENCIES needed in addition to Essential Functions:

  • Plans and reviews Jefferson Health security policies and procedures.
    • Organizes and implements policies needed to ensure a safe and secure environment.
    • Forecasts security needs and problems and initiates plans to meet needs.
    • Maintains the formal structure of authority.
    • Establishes the Healthcare Safety Services organizational charts.
    • Ensures that Jefferson Health security assignments are properly defined.
    • Provides a quot;servicequot; philosophy while accomplishing the departmental missions.
  • Hires qualified personnel.
    • Develops a method of interviews to ensure that the best personnel are hired.
    • Provides for initial training of new staff, and on-going training of existing staff.
    • Documents training programs in order to realize the long range objectives for staff awareness and professional development.
  • Supervises and leads.
    • Directs the daily operation of department through a Regional Security Directors and shift managers.
    • Sets strategy for procedural and operational issues related to staff
    • Directly supervises a Security Directors.
  • Establishes performance standards.
    • Ensures that all employee evaluations are completed and submitted in a timely manner.
    • Is available for all complaints.
    • Responds to any grievance.
  • Chairs the Security sub-committee and serves as a member of the EOC committee.
    • Coordinates with chairs of EOC and Emergency Mgt Committees to ensure departments readiness.
    • Ensures departmental preparedness for civil disturbance, strike, bomb threat, etc.
    • Makes safety recommendations as appropriate.
  • Responsible for public safety orientation.
    • Conducts a security orientation for all new students and employees.
    • Develops and delivers on-going programs of awareness for current student groups and employees.
    • Maintains open and productive relations between hospitals/university and surrounding community.
  • Budget.
    • Prepares, submits and operates within cost center budgets.
    • Processes for payment invoices where services are complete.
    • Ensures that payroll is processed timely and accurately.

EDUCATIONAL/TRAINING REQUIREMENTS:

Bachelor#39;s Degree in related field.

Master#39;s Degree in Criminal Justice Administration preferred.

CERTIFICATES, LICENSES, AND REGISTRATION:

Pennsylvania ACT 235 Certification a plus.

EXPERIENCE REQUIREMENTS:

Leadership experience in Hospital based safety and security services required.

Understands and uses inclusion management principles in order to accomplish objectives through people.

Ability to influence, direct, and guide others so as to gain their loyal cooperation in the accomplishments of an objective.

Lead, direct and control the daily issues of a diverse work force in a complex urban setting.

Respond quickly and calmly to sensitive situations where individuals may be exhibiting negative or threatening behavior.

Knowledge of federal, state and local statues/ordinances.

Knowledge of principles, methods and techniques of maintaining effective protection programs.

Excellent oral and written communication skills required.
