Lead MC&A Safeguards Engineer

The Lead Material Control and Accounting (MC&A) Engineer is the single position responsible for coordination of all technical aspects and activities of the site control and accounting program for nuclear material.

Your Day to Day:



  • Interpret, communicate, and direct site compliance with all United States Nuclear Regulatory Commission (NRC) and Westinghouse safeguards requirements
  • Coordinate revision, maintenance, and implementation of the Columbia Fuel Fabrication Facility (CFFF) Fundamental Nuclear Material Control (FNMC) Plan which details the control, measurement, measurement control, accountability programs required by applicable 10 CFR Part 74, 75 and 40 regulations.
  • Coordinate revision and maintenance of the CFFF International Atomic Energy Agency (IAEA) Design Information Questionnaire
  • Evaluate new processes, products and plant modification against nuclear materials accounting and safeguard requirements for impacts to FNMC Plan and MC&A procedures
  • Provide prompt notification to the NRC in accordance with relevant regulations and internal procedures
  • Coordinate the planning, scheduling, and conduct of investigations and/or special physical inventories, as required to determine if a loss or diversion of nuclear material has occurred
  • Coordinate Regulatory Component preparation and maintenance of procedures directly related to the safeguard function.
  • Support the Measurement Control Coordinator, as requested, on investigation and resolution of shipper-receiver differences
  • Coordinate the planning, scheduling, and conduct of routine physical inventories.
  • Coordinate aborting of unsatisfactory physical inventories; and to coordinate the conduct of follow up inventories
  • Coordinate and approve reconciliation of physical inventory results and accountability records values
  • Support internal site audits and program reviews conducted by the Safeguards Assessment Team (SAT); preparation of responses to resultant findings and recommendations, as required; and to transmit relevant documentation to the Management team within Regulatory Component and other responsible site management
  • Support supplemental internal audits and reviews of safeguards activities throughout the site, as necessary to demonstrate compliance with regulatory and Westinghouse requirements
  • Provide CFFF Site Emergency Operations Center support for the Regulatory Affairs function.
  • Support the Item Control function on investigations required by the FNMC Plan.
  • Coordinate MC&Atraining incorporation into the CFFF training delivery system
  • Coordinate CFFF site IAEA Additional Protocol quarterly and annual reporting and submittal
  • Coordinate inventory reconciliation within the site accountancy system and between the CFFF and National Nuclear Material Management System (NMMSS).
  • Coordinate foreign treaty obligation reconciliation within the site accountancy system and between the CFFF and NMMSS


What you need to be successful in this role:



  • Bachelor's degree in Engineering or 4-year degree in a related technical discipline
  • Minimum of 10 years of applicable experience in a nuclear industry experience, with a minimum of 5 years in the field of nuclear material management and safeguards
  • Excellent leadership skills, verbal and written communications, facilitation and presentation, negotiating/persuasion skills and problem solving.
  • Proficient in knowledge, understanding, interpretation and maintenance of nuclear materials management and safeguards requirements. Knowledge of Export Control, IAEA, NRC and INPO guidelines, policies and procedures is required. Prior nuclear material management and safeguards related to 10 CFR Part 74, 75 and 40 regulations. Experience and knowledge in administration of item control programs, measurement control and related statistical evaluations, for nuclear material and NMMSS reporting requirements.
  • Proficient in PI programs and processes, use of Microsoft Word/PowerPoint/Excel, and use and knowledge of Corrective Action Program. Experience in Continuous Improvement and Change Management required. Demonstrated ability to coach, mentor and reinforce others, including providing constructive feedback related to improvement when necessary. Demonstrated ability to interface with, influence and gain commitment at all levels of the organization.
