About the Role
Redhorse Corporation is seeking a highly skilled and experienced Personnel Vetting Support Specialist to contribute significantly to national security. This critical role supports the Counterintelligence, Law Enforcement & Security (CL&S) Directorate within the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) at the Pentagon. You will be instrumental in developing, implementing, and overseeing personnel security policies and processes impacting the Department of Defense. This is a high-impact role offering significant responsibility and the chance to shape critical national security policy.

Key Responsibilities
  • Develop, revise, review, communicate, and coordinate policies pertaining to personnel vetting (background investigations, adjudications, and continuous evaluation) - producing up to 40 policy memorandums or responses to Congressional/Public queries annually, complete with staffing packets and briefing materials (including visual presentations).
  • Coordinate approximately 100 policy memorandums/DoD issuances annually, including creation, maintenance, updating, and coordination of read-ahead packages. Ensure all materials are grammatically and typographically error-free.
  • Provide support on strategies, initiatives, and oversight to improve personnel security processes and performance. This includes reviewing and evaluating personnel vetting IT systems, researching innovative initiatives, and delivering approximately 20 visual and oral presentations annually, participating in working groups, and providing read-ahead packages.
  • Organize, plan, and execute approximately 10 personnel vetting projects annually, working within scheduling constraints and participating in DoD working groups (e.g., Suicide Prevention, Portfolio Performance, Trusted Workforce 2.0).
  • Manage or support logistical and administrative aspects of engagements (approximately 5 per month), including scheduling, conducting, reporting, and developing grammatically error-free read-ahead packages.
  • Conduct staff actions (up to 100 annually), manage correspondence and task management systems, and communicate complex information effectively, both orally and in writing, adhering to DoD correspondence standards.
  • Recommend policy changes via written papers (information, issue, vision, or white papers) or oral presentations (approximately 50 annually), based on oversight assessments, identified vulnerabilities, and anticipated needs.
  • Coordinate within CL&S to ensure optimal cross-functional integration of key security policy issues across various security domains (physical, personnel, industrial, information), mitigating threats and managing risk. Lead or participate in approximately 15 meetings/working groups per annum.
  • Advise the Director, Insider Threat & Personnel Security, and other senior DoD leadership on potential issues or roadblocks. Develop recommended positions (written or oral - approximately 15 annually) ensuring solutions comply with applicable laws, regulations, principles, and standards.
  • Conduct research (approximately 15 projects annually) on laws, regulations, Executive Orders, Federal and DoD policies, producing written papers and visual briefing materials.
Required Experience/Clearance
  • Active TS/SCI Clearance.
  • Bachelor's degree from an accredited university.
  • Ten (10) years of demonstrated knowledge of national and DoD information security policies and procedures.
  • Five (5) years of experience developing and coordinating policies for OSD, JCS, or Military Department headquarters staff pertaining to personnel vetting (background investigations, adjudications, and continuous evaluation).
  • Proficiency in Trusted Workforce 2.0.
Desired Experience
  • Security Professional Education Department (SPED) certification
  • Experience with specific personnel vetting IT systems.
  • Experience working directly with Congressional staff.
  • Advanced degree in a related field (e.g., national security, public policy).
