Status: Full-Time, Exempt (salary), Management
Schedule: Monday-Friday, 8:00am-4:30pm

SUMMARY:
The Senior Program Manager, Housing Support Services Program (HSSP) will oversee a portion of the HSSP for adults residing at Kensington. The HSSP is a specialized program that provides comprehensive and intensive field-based community mental health services designed to meet the unique needs of individuals in Permanent Supportive Housing (PSH) who are formerly homeless and have a Severe Mental Illness (SMI) or Serious Emotional Disturbance (SED). The Senior Program Manager will monitor and ensure the team of clinicians provides high-quality services that meet or exceed required contract, funder, and agency standards. The Senior Program Manager will provide administrative and clinical supervision for direct practice clinicians, if applicable. This position is responsible for maintaining the efficiency of operations while fostering teamwork among staff and across departments and programs.

DUTIES and RESPONSIBILITIES:
1. LPS Designated to participate in initiating 5150 involuntary psychiatric holds and takes the lead with crisis management, as well as participates in after hours on-call psychiatric emergencies calendar.
2. Participates in the supervision of student interns in collaboration with Director of Internship Training as an assigned Field Instructor.
3. In collaboration with the Assistant Director of Mental Health, monitor all administrative aspects of agency's Department of Mental Health (DMH) contracted HSSP, including billing and contract maximization in compliance with contract goals and outcomes in a timely manner.
4. Complete required reporting to funders as outlined by contract requirements.
5. Ensure all clinical and mental health staff documentation and data collection is complete, timely, accurate, and current in agency records and electronic databases.
6. Provide individual and group clinical supervision for clinicians and document according to Board of Behavioral Sciences or Board of Psychology standards, if applicable.
7. Provide individual and team supervision, support, and performance evaluations for all assigned staff.
8. Assist in recruitment, selection, training, supervision, and evaluation of direct service staff.
9. Collaborate with Quality Assurance to ensure proper staff orientation, training and audit preparedness for all clinical and mental health contracts.
10. Ensure adherence to funding source contract and performance standards.
11. Maintain a current, thorough knowledge of community resources and utilize these to provide services to clients.
12. Effectively represent agency at funding partner or collaborative meetings.
13. Maintain caseload of up to 10 HSSP clients.

QUALIFICATIONS:
1. Master's degree in Social Work, Psychology, or a related field of study from an accredited university.
2. Valid registration or licensure with the California Board of Behavioral Sciences.
3. Current, valid California Driver's with an acceptable driving record and reliable vehicle
4. Able to transport members in your vehicle
5. LPS Designated to participate in crisis management team to initiate 5150 involuntary psychiatric holds for HSSP Clients.
6. Outstanding clinical review skills
7. Strong training, project management, and team-building skills
8. Able to behave with sensitivity, tact, politeness and responsiveness with staff and clients
9. Detail oriented with excellent time management, organizational, written, verbal, interpersonal, presentation, and computer skills
10. Knowledge of trauma informed services, housing first and harm reduction methodologies.
11. Experience providing administrative and clinical supervision
12. Experience working with people living with mental illness and/or substance abuse
13. Contract and quality assurance experience
14. Proficient in Microsoft Word, Outlook, Excel, PowerPoint, and database applications

WORK ENVIRONMENT:
- Combination of field and office environment
- Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
- Fully on-site position, on occasion walk or drive to different sites
- Will necessitate working in busy and loud environments
- Will be exposed to elements like cold, heat, dust, noise and odor
- May need to bend, stoop, twist, and sit throughout the day
