Summary

The Fire Mitigation Specialist - Cause and Determination is responsible for coordinating cause and determination of reported wildfire incidents to the Wildfire Mitigation Organization. Provides leadership and program direction for the company's Comprehensive Wildfire Mitigation Plan (CWMP). Leads and coordinates the development of short and long-range fire mitigation program plans and integrating the fire mitigation program with other APS departments and external partners including Department of Agriculture, Bureau of Land Management, Arizona State Land Department, and other Federal and State agencies.

Minimum Requirements

- BS or BA degree in Fire Science or a related field and five (5) years fire management, emergency planning/response or related experience

- OR Associate's Degree from an accredited college or university in Fire Science and seven (7) years related fire management, emergency planning/response, or related experience

- OR high school diploma (or equivalent) and nine (9) years fire management, emergency planning/response, or related experience.

- Must possess and maintain a valid driver's license.

Preferred Special Skills, Knowledge or Qualifications: Experience working in an outdoor environment in remote areas and in inclement weather. Effective communication skills demonstrated through written communications and presentations. Proficiency with Microsoft Word, Excel, Outlook and Internet. Experience with ArcGIS, Collector, Power BI, Office 365 suite and working knowledge of GPS and field data collection methods. Knowledge of Incident Command System (ICS), National Fire Danger Rating System (NFDRS), National Interagency Incident Management System (NIMS). Course completion of NWCG FI-210 Wildland Fire Investigation, ICS 300/400 and NWCG Firefighter I.

Major Accountabilities

1) Coordinates cause of determination of wildfire incidents and collects data in order to track and identify wildfire incident patterns. Responsible for determining root cause and recommending corrective actions. Develop fire control plans and documents, including pre-suppression, prevention, detection, and strategies along with developing other policies and procedures. Contribute to the compilation, review, and/or distribution of fire hazard and risk data. Collaborate in Incident Command System for wild land fire suppression and prescribed burning operations with agency partners. Assist in the determination of resources required for post fire power restoration. Provide guidance relating to prescribed burns and forest restoration efforts along utility corridors.

2) Provide technical advice, wildfire data and support to APS divisions to ensure integration of wildfire processes into all documents, plans, and projects. Support long-range fire behavior prediction science and climatology. Assist in the development, management, and delivery of training programs.

3) Plan, schedule, and assign work related to land clearance. Provide advice and counsel to operations and maintenance teams relating to fire season preparedness.

4) Supports compliance and oversight with Comprehensive Wildfire Mitigation Plan (CWMP) and related documents to all internal and external customers.

5) Organize annual meetings to bring together all of the Fire Mitigation Procedure's stakeholders to review issues and fire mitigation program business planning (e.g., T&D Operations, Engineering, Construction, IT, Risk Management).

6) Coordinate wildfire risk analysis between the Technology Innovation department, Smart Grid Development, and Operations and Maintenance crews and develop plans to mitigate risks to APS property, operations, and service.

7) Work with the Technical Training team to develop and implement a formal, comprehensive fire prevention and safety program. Develop, implement and maintain fire management related procedures, resource documents, forms and lists. Develop and deliver employee training.

8) Meets with internal and external stakeholders to review APS fire mitigation program (e.g., Board of Directors, senior management, industry leaders, and government entities).

9) Establish and maintain relationships with entities external to the organization regarding fire management program issues. Act as APS liaison.

10) Review, monitor and implement the Wild land-Urban Interface Code.
