Position Summary

The University of Southern Indiana is accepting applications forFoundation Fiscal Officer.

The Foundation Fiscal Officer is responsible for the fiscal management of the University of Southern Indiana Foundation and Southern Indiana Higher Education Holdings, LLC, a wholly owned subsidiary of the Foundation.

Duties/Responsibilities



  • Direct the Foundation's financial control systems, safeguard organizational assets, and ensure accurate and reliable financial records and reports in accordance with fiscal policy of the Foundation, generally accepted accounting principles (GAAP), American Institute of Certified Public Accountants (AICPA) accounting and auditing standards, and Financial Accounting Standards Board (FASB) standards.

  • Direct, coordinate, and administer functions of the Foundation Accounting staff to support the basic mission of the Foundation and ensure quality of the accounting functions and adherence to GAAP and FASB standards.

  • Provide accounting leadership, guidance, and assistance to the Vice President for Development, Director of University Development, and the Development Office staff to ensure quality of the accounting functions and adherence to GAAP and FASB standards.

  • Direct financial reporting processes, including closing cycles, quarterly financial reports, and annual financial statement preparation. Maintain the Foundation chart of accounts.

  • Oversee and manage financial system technology solutions.

  • Provide financial insight, reporting, and guidance to ensure transparency and accountability within the Foundation.

  • Collaborate with the Vice President for Finance and Administration and the Vice President for Development to identify and manage budgetary opportunities and challenges related to Foundation support of the University.

  • Prepare analytic reports, provide financial data, and present recommendations to senior management to be used to facilitate the achievement of University goals and objectives through Foundation support.

  • Maintain thorough, up-to-date knowledge of current tax law, GAAP, FASB standards, and AICPA accounting and auditing standards as they impact the Foundation and the University/Foundation relationship.

  • Ensure development and documentation of processes and procedures that adhere to Foundation policies, State and Federal regulations, and donor restrictions with internal controls that mitigate or minimize institutional risk.

  • Facilitate communication and execution of policies, procedures, and regulations to promote compliance.

  • Serve as key staff on the Foundation Finance Committee and the Foundation Audit Committee and serve as primary liaison to these committees. Manage scheduling of committee meetings, preparation of committee meeting agendas and minutes, and maintenance of meeting material files.

  • Serve as the Foundation's liaison with internal and external auditors and facilitate the work of the auditors, as necessary. Coordinate management response to audit findings, and ensure compliance with AICPA accounting and auditing standards.

  • Maintain Foundation banking relationships, coordinate external bank account system access, and implement and monitor banking controls, services, and systems to support Foundation financial operations.

  • Direct Foundation investment activity including maintaining and updating the Foundation Investment Policy Statement, analyzing cash flow for optimal investment, monitoring investment portfolio activity, serving as the contact for investment managers, and collaborating with financial advisors to monitor investment managers' compliance with the investment policy.

  • Maintain and update the Foundation spending policy, calculate annual spending allocations, and ensure adherence to spending limits.

  • Oversee activity of all external trusts established for the benefit of the Foundation and University.

  • Facilitate receipt of non-cash gifts such as stock gifts, real estate, personal property.

  • Oversee preparation of annual Form 990 and 1099 forms.

  • Collaborate with Director of University Development to compose donor agreements for Foundation funds and endowments.

  • Collaborate with Director of University Development to maintain and update Foundation bylaws as needed.

  • Oversee grant activity and reporting.

  • Provide guidance and assistance to all Foundation financial managers in the day-to-day operations of their Foundation funds.

  • Foster a collaborative and efficient work environment.

  • Perform other duties as assigned.


Required Knowledge and Skills



  • Bachelor's degree in accounting, finance, or related area.

  • Five (5) years supervisory accounting experience with demonstrated leadership and progressive managerial growth in responsibilities.
  • Demonstrated experience with generally accepted accounting principles (GAAP), American Institute of Certified Public Accountants (AICPA) accounting and auditing standards, and Financial Accounting Standards Board (FASB) accounting standards and guidelines related to the Foundation.

  • Demonstrated experience navigating financial risks and ensuring compliance with legal requirements.

  • Demonstrated proficiency in analyzing financial data, identifying trends, and making informed decisions.

  • Thorough knowledge and understanding of internal control practices and their impact on protecting Foundation and University resources.
  • Demonstrated leadership skills.

  • Demonstrated ability to work collaboratively and effectively with multiple constituencies.

  • Demonstrated ability to clearly and effectively convey financial information to diverse audiences.

  • Superior interpersonal, verbal, and written communication skills, including technical writing skills.

  • Careful attention to detail and strong problem-solving skills.

  • Ability to maintain confidentiality.

  • Superior organization skills in addition to the ability to coordinate multiple tasks, determine priorities, set deadlines, and complete projects.

  • Ability to assume responsibility and work under limited supervision exercising effective analytic and strategic thinking skills, together with refined judgment and decision-making ability to align decisions with the Foundation's and University's mission and goals.

  • Demonstrated resourcefulness in developing innovative ideas and strategies.

  • Experience with computer-based accounting systems.

  • Demonstrated computer proficiency including spreadsheet and word processing.


Preferred Knowledge and Skills



  • Master's degree in accounting, business, public administration, or related area or CPA.

  • Experience with Council for Advancement and Support of Education (CASE) reporting standards.

  • Understanding of fiscal management practices specific to higher education.

  • Experience with the Banner accounting system and/or the Blackbaud Raisers Edge and Financial Edge.


Regular Work Hours/Travel Requirements


  • Standard office hours are Monday through Friday, 8:00 a.m. - 4:30 p.m.
  • Extended or irregular work hours required to complete administrative duties.
  • Occasional travel may be required.

About the Department

The University of Southern Indiana Foundation is an institutionally-related foundation that solely supports the University of Southern Indiana. It is a separate legal entity from the University but is staffed by University employees and has a dual leadership structure. The fundraising function of the Foundation reports through the Vice President of Development and the accounting function of the Foundation reports through the Vice President of Finance and Administration. The Foundation Fiscal Officer leads the accounting function of the Foundation. The two functions maintain separate reporting structures to maintain and strengthen internal and external controls while working collaboratively.
