POSITION DESCRIPTION

POSITION TITLE: Human Resources Generalist

LOCATION/DEPT: Pathway Forward Program

REPORTS TO: Assistant Program Director

FLSA CATEGORY: Non-Exempt

STATUS TYPE: RFT

OUTCOMES

A resource exists to ensure that Human Resources (HR) functions are effectively developed, implemented, followed, and evaluated.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Recruitment



  1. A plan exists to monitor open positions and implement recruitment strategies.

    1. Position descriptions are current and reflect duties and required competencies.
    2. Recruitment is coordinated with each department to include as needed:

      1. Applications from qualified candidates will be forwarded to the hiring managers for consideration.
      2. Coordination of interviews, fingerprinting, etc.
      3. Responses to candidates are processed in a timely manner.
      4. Consultation is provided in the selection of candidates.




  2. Ensures references are completed and forwarded to the divisional HR department.
  3. Background check policies and procedures are maintained.

    1. Territorial, divisional, and program policies on background checks is followed for all hires including obtaining approvals.
    2. Obtains information from prospective employees for NCIC background checks, obtain the NCIC reports, and ensure the hiring approval acknowledgment is signed. The information is then forwarded to the Assistant Program Director and/or Program Director for submission to the Federal Bureau of Prisons.
    3. Issue vouchering letters and complete telephone reference check forms for potential employers.
    4. Background check clearances are communicated timely.




Administration



  1. Create and maintain employee files. Ensure each file is complete will all required paperwork. Accurately file any documentation/correspondence obtained after hire. Ensure that strict confidentiality is maintained with regards to employee files. Oversees security of archival storage of terminated files.
  2. Orientation of new employees is completed for all employees with required paperwork being completed, collected, and tracked.
  3. Effectively communicate:

    1. History and culture of The Salvation Army and Pathway Forward Program.
    2. Polices, benefits and program expectations.


  4. Complete electronic I-9s and forward confirmation to divisional HR department within the required timeframe.
  5. Coordinate with HR divisional department on processing of hires, terminations, status changes (pay changes, title changes, promotions, etc.) including submitting information to TSAMM.
  6. Advise administrative and supervisory personnel of initial and annual evaluations due for staff.

    1. Track and monitor the receipt of performance evaluations and ensure they are processed in a timely manner.
    2. Submit the required documentation to the divisional HR department.


  7. Ensure all requirements of positions including trainings are documented, tracked and monitored for compliance (Safe-From-Harm, Harassment Prevention, CPR, Mandated Reporter etc.)

    1. Training is coordinated throughout the year to give staff multiple attendance opportunities.
    2. Contract, regulations, and program directives are regularly reviewed in consultation with Assistant Program Director and/or Program Director for new requirements.
    3. Training compliance follow up with staff or outside entities is completed as needed.


  8. Complete Department of Labor AAP and Outsolve analysis data. Complete outcome measurements for audit department.
  9. Maintain an audit schedule and ensure all HR related documents/data are complete and on file in preparation of any audit.
  10. Oversee the annual MVR review.

    1. Confirm all employees designated to drive Salvation Army vehicles or use personal vehicles for official business are approved to drive.




Benefits Management



  1. Act as the liaison with the divisional HR department regarding all benefit and insurance issues.

    1. Maintain any benefits related documents.
    2. Problems are brought to/followed up with divisional HR department for resolution.


  2. All Workers Compensation claims are reported/processed and tracked timely. Claims are reported to the divisional HR department.
  3. All leaves (FMLA, PLOA) are coordinated and tracked with supervisors and divisional HR department. Pertinent information is communicated to the divisional HR department.


Employee Relations



  1. First point of contact for all employee related issues or concerns.

    1. Consults with and keeps the Assistant Program Director and/or Program Director informed on all pertinent issues or problems.
    2. Assist with investigating employee relations issues (complaints, concerns, etc.) and works with Assistant Program Director and/or Program Director to resolve issues in a timely manner.


  2. Performance counseling occurs in coordination with the Assistant Program Director and/or Program Director in compliance with divisional standards.
  3. Healthy employee relations are maintained through effective communication, solicitation of employee feedback, employee events, and recognition. Monitors employee morale and reports problems or issues to the Assistant Program Director and/or Program Director in a timely manner.
  4. Disseminate pertinent information to staff as needed (open enrollment, employee handbook updates, etc.).


Other Duties



  1. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  2. Assist with meeting all legal and program requirements related to the Human Resources function, including documentation, record maintenance, and reporting requirements as defined by program/administration policies and directives of The Salvation Army.
  3. All other duties as assigned.


REPORTING RELATIONSHIPS

This position reports to the Assistant Program Director.

The HR Generalist works closely with the Security Services Supervisor, Audit Manager, and the Program Manager - Operations. In addition, the HR Generalist relates to a large and diverse number of people inside and outside the Salvation Army. In these contacts, the individual acts as a representative of the Army and its mission.

PERFORMANCE MEASUREMENTS

This individual will be evaluated on how effectively the outcomes of this position are achieved.

Performance evaluations will consider the timeliness, effectiveness, and completeness of tasks performed and the results of internal and external audits, when applicable.

A performance review will be conducted.

EDUCATION/EXPERIENCE



  • Bachelor's degree in human resources management or another business-related field is required. PHR/SPHR or SHRM-CP/SCP Certification preferred.
  • A minimum of 3-5 years Human Resources related experience.
  • Proficient in PC-based work environments, including Word, Excel and PowerPoint.

POSITION LIMITATIONS



  • This individual will only commit Army resources that have been allocated or approved.
  • This individual will adhere to all Army policies and procedures in carrying out the responsibilities of this position.
  • This individual will keep the Assistant Program Director and/or Program Director informed of all critical issues relating to his/her area of responsibility.


PHYSICAL DEMANDS/WORK ENVIRONMENT



  • This position is required to do light physical work.
  • In order to successfully perform the essential functions of this position, the employee is regularly required to use standard office equipment and a PC.
  • The work environment for this position is a residential environment with a low to moderate noise level.
